From March 1, 2025, Circular 13/2025/TT-BCA stipulates the amendment of Circulars on road, railway and inland waterway traffic order and safety. The Circular amends many contents related to vehicle registration agencies.
Accordingly, the motorbike and car registration agency is regulated as follows:
The Traffic Police Department registers vehicles of units under the Ministry of Public Security; cars and specialized motorbikes of agencies and organizations. Cars of diplomatic missions, representative agencies of international organizations headquartered in Hanoi and cars of foreigners working in those agencies.
The Traffic Police Department registers the following types of vehicles:
Automobiles, trailers, semi-trailers, four-wheeled motorized passenger vehicles, four-wheeled motorized cargo vehicles, vehicles with a structure similar to automobiles (hereinafter referred to as automobiles) and specialized motorbikes of organizations and individuals headquartered in districts, cities under centrally-run cities or in cities, districts, towns under provinces where the Traffic Police Department is headquartered.
Automobiles, motorbikes, motorbikes (motorbikes) registered with the auction winning license plate.
Vehicles of confiscated origin, motorbikes with a cylinder capacity of 175 cm3 or more.
Automobiles, specialized motorbikes, motorbikes and other vehicles with a structure similar to that of foreign organizations and individuals.
Commune, ward, town police, police stations in districts where there are no commune-level administrative units (hereinafter referred to as commune police) shall register vehicles as follows:
Commune police have been decentralized to register motorbikes before the effective date of this Circular to register all types of cars, specialized motorbikes, and motorbikes of domestic organizations and individuals with headquarters and residence in the locality.
The commune police where the district-level police previously have headquarters or organize vehicle registration shall register all types of cars, specialized motorbikes, and motorbikes of domestic organizations and individuals headquartered and residing in that locality and in communes, wards, and towns in that district, town, or city that have not been decentralized for vehicle registration.
For communes with specific areas, based on the actual situation of the number of registered vehicles, nature of the area, geographical distance, the director of the provincial police or centrally run city police (hereinafter referred to as the provincial police) agrees with the Director of the Traffic Police Department to decide to organize vehicle registration as follows:
For commune-level vehicles with a number of vehicles exceeding the registration capacity, in addition to the commune-level police directly registering the vehicle, the adjacent commune-level police that have been decentralized to support the organization of vehicle registration by cluster for domestic organizations and individuals with headquarters and residence in the area.
For districts where there are no commune-level administrative units, the police station or traffic police department shall register the vehicle.
For commune-level police who do not meet the conditions for organizing vehicle registration, they will assign another commune-level police station in the district to register the vehicle.
Continue to decentralize vehicle registration to the Commune-level Police that have not been decentralized, completion time before June 30, 2026.
The vehicle registration agency is responsible for ensuring facilities and arranging convenient locations to receive and process vehicle registration records and procedures.
The vehicle registration location must have a guide diagram, working hours, license plate of the vehicle registration officer, seating and parking space, and a box of comments and publicly post regulations on vehicle registration procedures and vehicle registration fees.
