The Government promulgates Decree No. 241/2026/ND-CP amending and supplementing a number of articles of Decree No. 165/2024/ND-CP dated December 26, 2024 of the Government detailing and guiding the implementation of a number of articles of the Road Law and Article 77 of the Law on Road Traffic Order and Safety.
Decree 241 takes effect from July 1, 2026.
In which, Article 11 of Decree 241 stipulates that for four-wheeled passenger vehicles with engines, traffic is organized on roads with traffic speed limit signs of up to 30km/h applied to all vehicles participating in traffic...
For four-wheeled vehicles with engines, they should only operate on roads with traffic speed limit signs of 50km/h, applicable to all vehicles participating in traffic.
The Provincial People's Committee is responsible for organizing inspection and close supervision of the schedule, time and scope of operation of four-wheeled vehicles with engines in accordance with the law and the work of ensuring traffic order and safety for this type of transport.
Notably, Decree 241 clearly states that pickup trucks with double cabs and Van trucks with a total weight not exceeding 3500kg are allowed to organize traffic as for cars.
It can be simply understood that pickup trucks with a total weight of less than 3.5 tons will be considered as cars when participating in traffic.

Previously in Hanoi, when implementing Decision 01/2026 on traffic diversion and restriction of vehicles during peak hours, pickup trucks were classified into the group of trucks and had to comply with restricted hours, mainly only allowed to circulate from 9 pm - 6 am the next morning.
This regulation is considered not really suitable for the usage characteristics of this car line and there are many opinions in public opinion.
On April 30, Vice Chairman of Hanoi People's Committee Truong Viet Dung signed and issued Decision No. 52/2026/QD-UBND, supplementing a number of articles of Decision No. 01/2026/QD-UBND regulating the operation of road vehicles.
In Decision No. 52/2026, pickup trucks and vehicles serving traffic incident handling, technical infrastructure, and rescue are allowed to operate 24/24 hours to ensure timeliness in handling arising situations.
Based on current law, the classification of pickup trucks is applied according to Circular No. 53/2024/TT-BGTVT dated November 15, 2024 of the Ministry of Transport (now the Ministry of Construction), regulating the classification of road vehicles and recognizable signs of motor vehicles using clean energy, green energy, and environmentally friendly.
Accordingly, pickup trucks (single cabs or double cabs) are divided into two types:
Pickup cars: belong to passenger cars up to 8 seats (excluding driver's seat), item 2, Appendix I Circular 53.
Pickup truck: belongs to the common type of truck, items 3, 4, Appendix IV of Circular 53.
