Circular No. 51/2025/TT-BCA amends and supplements a number of articles of Circular No. 79/2024/TT-BCA of the Minister of Public Security regulating the issuance and revocation of vehicle registration certificates, license plates of motor vehicles and specialized motorbikes, effective from July 1, 2025.
The Circular stipulates the registration symbols of domestic cars, motorbikes, and specialized motorbikes, as follows:
Accordingly, from July 1, license plates in Ninh Binh will include the symbol: 18.35.90.
Thanh Hoa Police announced a list of vehicles violating speed regulations on some national highways from July 1, 2025 to July 15, 2025. Among these, there are some new Ninh Binh license plate cars as follows:
Thanh Hoa Police said that within 10 days from the date of violation, the Thanh Hoa Traffic Police Department will send a notice to vehicle owners, organizations and individuals related to administrative violations.
After receiving the notification, vehicle owners, organizations and individuals involved in 03 locations including: 01 gate department of Thanh Hoa Provincial Police (address: No. 01, Do Huy Cu, Hac Thanh Ward, Thanh Hoa Province); headquarters of Traffic Police Team No. 3 (address: Km 570+450 Ho Chi Minh Road in Sao Vang Commune, Thanh Hoa Province) or headquarters of the Traffic Police Department, Provincial Police (where of residence) to resolve the case.
Within 20 days from the date of notification, the information of the violation will be posted on the Traffic Police Department's website.
Thanh Hoa Traffic Police Department recommends that people need to raise awareness of voluntarily strictly complying with legal regulations when participating in traffic.
Previously, the Ministry of Public Security said that traffic violators can go to the traffic police department where people live or where the violation is detected to resolve the fine.
However, the Traffic Police Department informed that currently, people are gathering at the headquarters to handle violations of fines in large numbers, some places are overloaded and people have to wait a long time.
To create the most favorable conditions for people, without having to wait and travel far, the Traffic Police Department recommends:
People proactively look for fines. If there is a violation, people need to go to the traffic police department where they have permanent residence to handle it, should not go to the place where the violation was discovered in another locality, which is both overloading the authorities and requiring long trips.
The information that needs support is to be requested for people to send information about violations, the place of detection of violations, addresses and contact phone numbers to the mailbox of the Road and Railway Traffic Patrol and Control Guidance Department under the Traffic Police Department for specific instructions. The police note that the Law on Road Traffic Safety and Order, Decree 168/2024/ND-CP stipulating administrative sanctions for violations of road traffic safety and order; deduction of points, restoration of driving license points take effect from January 1, 2025.
Accordingly, some violations of road traffic safety order have increased fines compared to before, such as drivers running red lights being fined 18-20 million VND (old level was 4-6 million VND).
For cars: Vehicle registration, certificate of technical safety inspection and environmental protection, driver's license of the violator, citizen identification card of the violator (photocopy 1 copy of each type of document).
