Detecting a 21-seater passenger car carrying up to 79 people on the Noi Bai - Lao Cai expressway, traffic police made a record and fined the driver and the business 225 million VND.

On the afternoon of February 24, information from the Traffic Police Department (CSGT) - Ministry of Public Security, during patrols and inspections on the Noi Bai - Lao Cai expressway, forces under the Traffic Police Department discovered and handled a case of carrying more people than prescribed at a particularly serious level, exceeding 100% of the capacity of the vehicle.

Accordingly, at about 4 pm on February 23, in the Km6 toll station area, the task force of Highway Traffic Police Team No. 1 (Room 6, Traffic Police Department) stopped and inspected a passenger car with license plate 99F-003. xx, operating fixed-route transport business.

Through actual inspection and direct counting, functional forces identified the vehicle as a 21-seater type but carrying up to 79 passengers.

This number is nearly four times higher than the permitted capacity, meaning that the number of people in the car exceeds 100% of regulations. In conditions of traveling on highways with high operating speeds, crambing passengers at this level poses a particularly serious safety risk if collisions or unexpected incidents occur.

The driver was identified as P.N. P (born in 1983, residing in Hanoi). For the act of driving a passenger car doing business transporting passengers on a fixed route with a distance of more than 300km carrying more people than prescribed, the driver was issued an administrative violation record, the penalty for the driver is 75 million VND and 10 points from the driver's license are deducted.

Not only stopping at the responsibility of the vehicle operator, functional agencies also identified the responsibility of the vehicle owner as H.N Import-Export Co., Ltd., located in Bac Ninh province. For allowing employees to operate vehicles to commit violations of carrying more than 100% of the allowed number of people, this enterprise was fined 150 million VND.

In addition to the fine, the business is also deprived of the right to use the "Fired Bus" badge for a period of two months and is forced to arrange other vehicles to transport passengers exceeding regulations, ensuring the rights and safety of the people.

Representatives of the traffic police force said that the act of cramming passengers not only violates the law on road traffic order and safety but also directly threatens the lives of passengers. In case of an accident, the consequences may be particularly serious because the vehicle is carrying far beyond the technical design, affecting the ability to control, brake, as well as escape plans.
