Through verification, the vehicle driver is Mr. N.T. S (born 1972, residing in Dong Hoi ward, Quang Tri province), occupation passenger car driver.
At the police station, this driver admitted to stopping the vehicle illegally, causing traffic obstruction. The Traffic Police Department of Quang Tri Provincial Police made a record of administrative violation with a fine of 5 million VND, and at the same time deducted 2 points from the driver's license according to regulations.
Previously, as Lao Dong Newspaper reported, according to images from the dashcam, at about 1:34 pm on March 10, a car was traveling on the road in Dong Hoi ward when a black car with license plate 73A-364. xx appeared in front, stopping in the middle of the road, blocking the left side of the car with a camera.
After a few seconds of stopping, when the car with a dashcam moved forward, the black car also accelerated, close to the side. Because there were other vehicles in front, the camera-mounted car could not continue to move forward.
Images in the clip show that stopping and moving haphazardly in the middle of the road makes many vehicles behind, especially motorbikes, have to weave through narrow spaces to continue moving.
