Right after Lao Dong Newspaper published a series of investigative articles: "Unusual online training program at Hanoi College of Economics and Technology" and "Vice Principal of Hanoi College of Economics and Technology made a shocking statement: Forged and sold degrees? ", reflecting the situation of hundreds of students in the online training system suddenly having their studies suspended indefinitely, facing the risk of not being granted a graduation certificate; at the same time, exposing many shortcomings and negative signs in training at school.
Dr. Cu Van Trung - Director of the Institute for Policy Research and Social Issues, sent Lao Dong Newspaper an article expressing his personal views, analyzing and proposing to clarify issues of public concern.
Canceling a graduation certificate signed by yourself
The incident of students from the distance training program of Hanoi College of Economics and Technology - under Hanoi Agricultural Investment and Development Company Limited (Hanoi People's Committee), address 202 Ho Tung Mau Street, Phu Dien Ward, Bac Tu Liem District, Hanoi City - being stopped from studying shows a tragedy that anyone who follows this issue is shocked and unacceptable.
On one side, Mr. Nguyen Dinh Tan - the new Principal - said that Ms. Nguyen Thi Bich Vuong, the person in charge of and invested in the E-Learning program, had many signs of violations and had sent a petition to the authorities.
On the other hand, Ms. Vuong - former Vice Principal - "accused" this school of having both fake and fake degrees (?!). Finally, the most affected and disadvantaged are students studying remotely at Hanoi College of Economics and Technology.
Public opinion cannot help but wonder about the frank revelations (if students come to her with an application, she will tell them all - discuss with a reporter from Lao Dong Newspaper) of Ms. Nguyen Thi Bich Vuong. People were even more surprised when she denied that the degree she signed was invalid. Here, the public was extremely shocked and questioned her expertise, knowledge in the field of education, as well as the teacher ethics of this former Vice Principal.
The degree is signed by Mrs. Ky for no value? Why does the signer on that degree why not confident and deny it? Is the capacity and understanding of the signer with any problem? On an embryo also shows her to the doctorate (TS) before her name. Whatever the reason, as we all know, the signature of fresh ink is clear, the round of the legal entity has been closed, the degree has been "public" (released) out of society, the legal responsibility of any individual or unit is not possible.
Initially, public opinion found that the school's internal manifestations were problematic, as Ms. Vuong mentioned, this school had both fake and semi-diplomatic degrees. Indeed, if there is such a situation, it is a danger to the whole society.
The thing Ms. Vuong said may be logical, because she said that many places have "done" the degrees granted by Hanoi College of Economics and Technology in the list of schools that need to be considered and considered such as: it is difficult to continue studying ( university admission), it is difficult to include in the application for labor export; learners applying for a job are not highly appreciated by employers. This is really worrying information, because if it were a high-quality, reputable degree, it would not have been recognized as such.

As an educational investor in the E-Learning program, Ms. Vuong explained with the public that the program was not profitable compared to the amount of money spent. Whether interest losses and investment costs are exactly the same as the amount she spent or not is a private story between the school and Ms. Vuong. But the reality shows that the two sides cannot sit and negotiate with each other to negotiate the financial and technology handover of this type of training.
Ms. Vuong no longer holds the position of Vice Principal and has retired from working at the school. This is an obstacle for enrollment partners and learners to take advantage of to pursue responsibility. She is the one who receives tuition fees directly, her main account is transferred by students after each tuition payment. From the above reality, problems arise with conflicts of interests, leading to the consequence that students are the ones who suffer all the losses.
"The shell" is a state-owned enterprise, the "bowl" is being greatly Privatized?
The incident at Hanoi College of Economics and Technology made the public unable to help but ask: Why didn't teachers and managers sit together before, think and put the rights of learners, reputation, prestige and brand of the school above all? No one among the learners wants their teachers to explain their responsibilities, explain and argue with each other in other spaces and locations, in front of authorities and state management agencies.
Up to now, the incident has occurred right in the heart of the capital, with people in positions, specific applications from students, evidence, admission papers, receipts with school fees and degrees that have been circulating outside society... Is it possible that from those data, it is the opening of the way for authorities and state management agencies to get involved?

Previously, Mr. Nguyen Dinh Tan, after taking the position of Principal, also made positive moves for the group of students studying in this system. However, later, the agreement and negotiations between the school and Ms. Vuong did not come to a conclusion. logically, Mr. Tan has fulfilled his duties and responsibilities as a new Principal.
Looking more generally, looking more deeply, it can be seen that, which previous reasons should have been nullified? From the policy of the establishment of the distance learning center, the operation process, documents, establishment decisions and documents, admission papers, and receipts all have the name of the school.
Deniing the pre-existing things leading to problems arising with the future has exposed the responsibility of their predecessors. Ms. Vuong is not only an investor, but also holds a management position, with the function and authority to grant degrees (?). autonomy, self-determination and being able to do many things, why does the school environment here become a separate branch of power?
From the initial policy of establishing such a distance training center, it is not excluded that its subject has exceeded the control and management of the school.
Reporting financial revenue and expenditure, enrollment, study programs, study paths... as Mr. Tan said is "one of the directors of Ms. Vuong" - differently, that child has become an unwilling horse, a residential area, beyond the reach of the school's leadership, and can even be a "land" of group interests.
The most remarkable thing is the loss of students' confidence in the school, but the bigger is the crisis of the belief of the public for the educational environment being privatized and deformed. With the "shell" is a school of state -owned enterprises, but through the above incident, it is found that its "intestines" have been privatized.
Students trust state-owned units, and when state-owned units policy of Privatization or equitization, people put their trust in that good development direction. After the cycles of passing, passing, being exposed - all that remains is the pain and suffering of learners.
