Regarding the article "Twice collected at cashless parking lots in Hanoi" by Lao Dong Newspaper, Chairman of Hanoi People's Committee Tran Sy Thanh directed Hoan Kiem District People's Committee to inspect and clarify the incident; strictly handle violations of related individuals and organizations (if any) according to its authority.
At the same time, inform Lao Dong Newspaper according to regulations and report to the City People's Committee on the implementation results before April 22.
The Chairman of the City People's Committee assigned the Hanoi Department of Construction to preside over and coordinate with relevant units to advise the City People's Committee on documents directing the rectification, dissemination, and raising awareness of compliance with legal regulations for the operation of parking lots and points in Hanoi; report to the City People's Committee before April 24.
Assign the Office of the City People's Committee to monitor, urge agencies and units to implement, and synthesize reports to the City People's Committee.
Previously, Lao Dong Newspaper published an article reflecting the situation of some motorbike parking lots not using unstable cash in fee collection, even collecting fees twice as high as the regulations, causing public outrage.
For example, at a parking lot on Hai Ba Trung Street (near Hang Bai intersection, Hoan Kiem District), although there is a notice board "no cash parking lot, please pay via QR code", the staff here still require customers to pay in cash with a fee of 10,000 VND/time - double the listed price.
Along Phu Doan Street, in front of the gate of Viet Duc Hospital (Hoan Kiem District), there are many non-cash toll points to serve people's parking needs.
However, according to records, many drivers still pay in cash, not knowing the code scanning function. The parking attendant also did not proactively instruct customers to scan the QR code. Only when customers ask, do they give them a QR board for customers to handle themselves.
According to the regulations of the Hanoi People's Committee, each time a payment code is scan, customers must pay 5,000 VND/motorbike. However, if paid in cash, the fee can be up to VND 10,000/vehicle or VND 20,000/vehicle depending on the time.
According to records, some cash parking lots on Phu Doan Street also charge higher fees than the regulations, ranging from 10,000 VND to 20,000 VND/motorbike.
At the gate of Viet Duc Hospital, when the parking lot of unit 901 ran out of space, the reporter was guided to the opposite lot, with a parking fee of up to 20,000 VND/trip.
Not only in this area, many other parking lots in Hanoi are also collecting fees exceeding regulations. For example, at My Dinh Bus Station, the price for motorbike parking is 10,000 VND/trip during the day and 20,000 VND/trip overnight.
