The Hanoi People's Committee issued guidelines on the framework of criteria and evaluation scale for cadres, civil servants, public employees and workers of departments, branches, sectors; public service units under the City People's Committee; People's Committees of districts, towns; associations assigned by the Party and State under the City to reorganize the apparatus, streamline the payroll and restructure, improve the quality of cadres, civil servants and resolve policies and regimes according to the provisions of Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP.
Evaluation criteria are used as a basis for determining competent and qualified people who meet the requirements of the task; consider and decide on subjects who must quit their jobs due to the arrangement of the apparatus, streamlining the payroll, restructuring, improving the quality of cadres, civil servants, and public employees to meet the requirements of the task and resolving policies and regimes.
At the same time, to implement the goal of streamlining the payroll in accordance with the requirements of improving the quality of the team, ensuring work efficiency at the highest level, in accordance with the practical requirements of the agency, organization, or unit.
The subjects of application are cadres, civil servants, public employees and workers who are subjects of Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP under the management of agencies, organizations and units under the city government.
The assessment results are calculated on a 100-point scale based on the results of performing tasks in the last 3 years. The total scores for each cadre, civil servant, public employee, and worker are arranged in order from high to low. This point is a basis for reference when it is necessary to choose with a balance to determine the employer.

- Criteria on leadership skills, professional and technical capacity; ability to meet requirements on progress, time, quality of performing tasks and public duties regularly and suddenly.
+ Leadership, management skills and professional competence include: Professional competence and management knowledge; leadership and team management skills; ability to organize and manage work; ability to solve problems, make decisions and work under pressure; foreign affairs skills and service and support spirit.
+ Work results and performance of tasks of individuals and units in charge include: Progress of work completion; work quality; quantity of products of individuals and units in charge; nature and complexity of work.
+ Creativity and innovation in professional work of individuals and responsible units.
