Lao Dong Newspaper has published an article about the illegal purchase and transfer of social housing (NOXH) at the Dai Thang residential area social housing project (Pho Yen ward, Thai Nguyen province) invested by TNG Land Joint Stock Company.
Accordingly, many social housing apartments in this project have not been handed over, but real estate brokers and owners have publicly advertised for sale at prices different from the price signed with the investor from 200 - 500 million VND/unit, depending on the area.
For example, a 1-bedroom apartment with an area of about 36m2 in this project has a selling price of about 700 million VND, a difference of more than 200 million VND compared to the original price. A 2-bedroom apartment with an area of over 62m2 is being offered for sale at around 1.4 billion VND, a difference of over 450 million VND compared to the original price.
In a quick update to reporters, the representative of the investor of the Dai Thang residential area social housing project said that this afternoon (November 11), the Economic Security Department (Thai Nguyen Provincial Police) will work with the investor to verify and clarify related information.
"We have received information reflecting on this phenomenon and are reviewing it. The investor has also issued a notice strictly prohibiting the purchase and sale and transfer of social housing in violation of regulations.

The investor's representative also affirmed that they only signed a sales contract with the right subject based on the documents and lists that had been appraised by the Department of Construction of Thai Nguyen province.
"Whoever buys back social housing in violation of regulations must accept the risk. The investor affirmed that he would not sign a sale contract with any case that was not eligible to buy social housing.
This does not affect investors but affects the overall development of social housing in the locality. We will coordinate with relevant agencies to clarify the matter," the representative of the investor of the Dai Thang residential area social housing project added.
On the morning of November 11, at the meeting of the Central Steering Committee on housing policies and the real estate market, Prime Minister Pham Minh Chinh stated that some localities have not really paid attention to approving the subjects of buying, renting, and leasing social housing, there are still negative situations, causing public outrage.
Prime Minister Pham Minh Chinh requested relevant ministries, branches and localities to strictly control. In particular, the Ministry of Public Security must direct forces to grasp the situation, immediately handle law violators, prevent negativity, and not distort a very humane policy of the Party and State.
Speculation, inflating social housing prices
The investigation process of PV found that there was a situation of social housing speculation at Dai Thang residential area project, when some people actually owned many apartments here, the apartments were all under the names of relatives, then sold them at a difference of hundreds of millions of VND.
According to real estate brokers in Thai Nguyen, of the nearly 400 apartments in the Dai Thang residential housing project, about 40% are owned by speculators.
To circumvent the law and deal with authorities, the transfer of social housing without enough time is carried out in the form of making a notarized document. Both real estate brokers and speculators know this is a violation of the law, but for profit they still ignore it.
Illegal transfer of social housing by making a record is a form of house sale and purchase that is not recognized by law and will cause serious legal risks, and buyers may even lose billions of dong.
Meanwhile, social housing speculation is considered a form of profiteering from social security policies. Because social housing benefits from many preferential policies of the State to reduce selling prices, creating conditions for low-income workers to have the opportunity to own.
Speculation and inflation of social housing prices not only distort the real estate market but also push up housing prices, depriving low-income people of settling down and making a living, causing injustice in society.
