At the meeting, representatives of Binh Nguyen Company provided documents related to transportation contracts, vehicle dispatch orders and monitoring of GPS journeys proving that waste is transported from customers to the company's treatment plant in Phu Lang commune, Que Vo, Bac Ninh province.
Mr. Nguyen Dinh Duan - Director of Binh Nguyen Environmental Development Joint Stock Company (Binh Nguyen Company) said that the unit has signed a contract to lease waste transportation vehicles with Dong Anh Environmental Hygiene and High-Tech Service Joint Stock Company, represented by Mr. Ho Xuan Hung. This is in accordance with the provisions of the law.
According to Mr. Duan, each hired transport vehicle must have a signboard with the name "Binh Nguyen Environmental Development Joint Stock Company" as required by law, the vehicles are all equipped with GPS and only run on fixed routes that have been designated and have a vehicle inspection order from Binh Nguyen Company.
In addition to the leased transportation time to Binh Nguyen Company, Mr. Ho Xuan Hung's transport vehicles are allowed to transport goods and waste to other partners of Mr. Hung and Mr. Hung who are responsible.
"However, during the process of stopping and unloading goods at the industrial waste treatment facility and transporting to other partners of Mr. Ho Xuan Hung, the transport vehicles did not remove the signboard of Binh Nguyen Company attached to the vehicle according to the agreement in the contract. That is also the reason why garbage trucks with our name signs appearing at illegal industrial waste treatment facilities have been reported," Mr. Duan explained.
In the case of truck 29H 378.42 collecting waste at Dong Anh Electrical Equipment Corporation on June 7, as reported, according to the explanation of Binh Nguyen Company, this vehicle was also a vehicle leased by Binh Nguyen Company to Dong Anh Environmental Hygiene and High-Tech Service Joint Stock Company and had an order to route and monitor GPS from Binh Nguyen Company.
Binh Nguyen Company has signed a contract for industrial waste treatment with Dong Anh Electrical Equipment Corporation. Meanwhile, Mr. Do Huy Thang - Director of Green Industrial Environment Company Limited (Green Industrial Company) said that this unit signed a contract to rent 5 waste transport vehicles with Mr. Ho Xuan Hung. Including truck 29C - 997.38 as reported.
At the meeting, Mr. Thang provided documents related to transportation contracts, vehicle regulation orders and GPS monitoring to prove that waste is transported from customers to the company's treatment plant in Ngoc Thanh commune, Vinh Phuc province (now Phu Tho province).
According to the Director of Green Industry Company: "In addition to the chartered transportation trips for our company, Mr. Hung is still allowed to transport goods to other partners, according to the contract".
However, Mr. Thang also admitted: "Our disadvantage is not strict management when we do not require vehicle owners to immediately remove the Company's name plates attached to the vehicles after each transportation. This causes misunderstandings among people living near illegal establishments".
Both Binh Nguyen Company and Green Industry Company affirmed that these units do not have agents and do not allow any type of waste to be illegally treated at treatment facilities.
