On April 16, information from the Lao Cai Provincial People's Committee, the Chairman of the Provincial People's Committee has just issued instructions related to the content reflected in the article "Nearly 900 billion VND project in Lao Cai is not effective, people lack arable land" published in Lao Dong Newspaper.
Accordingly, the Chairman of the Provincial People's Committee assigned the Department of Finance to preside over and coordinate with relevant agencies and Bao Thang Commune People's Committee to organize a review of the entire content reflected in the press.

The review focuses on the project implementation progress, including the level of completion of investment items compared to the approved plan.
At the same time, assess socio-economic efficiency such as job creation capacity, income for local people, as well as contributions to the state budget.
Along with that, functional agencies will clarify the responsibilities of relevant organizations and individuals in the project implementation process.

The Department of Agriculture and Environment is assigned to preside over the inspection of the management and use of land at the high-tech agricultural and forestry project in Bao Thang commune.
The inspection content includes compliance with legal regulations on land, agriculture and forestry, environmental protection, construction and related regulations.
Notably, land use will be specifically assessed according to the approved plan, clarifying the area that has not been put into use or used for the wrong purpose (if any).
At the same time, the progress and effectiveness of the implementation of crop and livestock items are also under inspection.


Lao Cai Provincial People's Committee requests relevant departments, branches, localities and Hoang Lan Trading Co., Ltd. to closely coordinate and provide complete dossiers and documents to serve the review process.
Based on the inspection results, the Department of Finance will summarize and advise the Provincial People's Committee on measures to handle existing problems and limitations; request investors to rectify or handle violations according to regulations if violations are detected. At the same time, propose solutions to ensure the legitimate rights of affected people.
The summary report must be completed and sent to the Provincial People's Committee before April 25, 2026.

On the morning of April 16, in an exchange with a reporter from Lao Dong Newspaper, a representative of Hoang Lan Trading Co., Ltd. in charge of the project said that up to now, the unit has not received directing documents from the Provincial People's Committee or official information from local authorities. According to this person, all activities are still taking place normally.
