Will handle "land brokers" who broker house construction on agricultural land
Lao Dong Newspaper has just published a series of articles reflecting the illegal construction of houses and factories on agricultural land in Song Phuong Commune (Hoai Duc District), Dai Mo Ward (Nam Tu Liem District, Hanoi City). Immediately after the series of articles were published, Dai Mo Ward People's Committee stepped in, assigning the ward police to verify and handle violations.
Mr. Nguyen Viet Hung - Vice Chairman of Dai Mo Ward People's Committee said that to ensure discipline in land and construction order, the Ward People's Committee requested the Ward Police to verify and clarify the information reported by Lao Dong Newspaper.
In case of negativity, it is recommended that Dai Mo Ward Police establish a file and report to the competent authority for strict handling according to the provisions of law.
"We affirm that we will resolutely handle land violations in accordance with the provisions of law. At the same time, local authorities recommend that people should not believe in information about buying and selling agricultural land in the area to "catch the wave" of investment.
The buying and selling according to information from the subjects of "land brokers" is not accurate. We have asked the police to intervene to handle cases of providing false information, causing market disruption. When there is a policy for site clearance, the authorities will publicize information so that people can understand clearly", Vice Chairman of Dai Mo Ward People's Committee emphasized.



In parallel with the documents directing the handling of illegal construction violations on agricultural land, from March 21, the People's Committee of Dai Mo Ward has organized a handling campaign.
The People's Committee of Dai Mo Ward has mobilized functional forces to enforce and remove the illegal construction with an area of about 500m2 at the location opposite 87-89 Dai Mo Street. Here, the subjects arbitrarily leveled and built tents and factories to build warehouses.
"We have issued a notice to find the owner, but no one has come forward to claim responsibility. Therefore, the People's Committee of the ward issued a decision on enforcement. All land violations in the area will be completely handled," said Mr. Hung, representative of Dai Mo Ward People's Committee.
Previously, according to Lao Dong Newspaper, through social networks, a "land broker" named Ngoc advertised for sale many agricultural plots in Dai Mo Ward, with the promise of definitely building a house if he "complied" with the management agency.
"All the level 4 houses around here are built on agricultural land, if you buy this piece of land, you will definitely build a warehouse or a level 4 house with a attic here. The land is located in a favorable location, near Aeon Ha Dong and the extended Le Quang Dao street, the future price increase is natural" - broker Ngoc introduced.
To prove it, this broker led the reporter to an agricultural land plot of a relative's house, which has now been built into a solid level 4 house with 1 floor and 1 attic.
"This house is built on 2 floors, with a luxurious design no different from an apartment of more than 70 square meters. This is her sister's house, currently for rent at 6 million VND/month. I took you here to reassure you that even though the land here is rice fields, just buy it and follow the rules through the land to build a house" - broker Ngoc affirmed.
Consequences when agricultural land is "transformed" into illegal factories and houses
Talking to Lao Dong reporter, lawyer Truong Anh Tu - Chairman of TAT Law Firm said that after the 2024 Land Law took effect, many localities have witnessed a wave of large-scale agricultural land buying up. Many investors do not use land for production or cultivation, but for the purpose of building factories, houses, homestays, or waiting for prices to increase, taking advantage of land compensation policies to make a profit.
As a result, many areas of agricultural land are not used for the right purposes, causing serious waste and negativity. This not only affects agricultural output and food security, but also hinders real businesses and farmers from accessing land to develop production.
Land collection for planning or compensation has created long-term consequences for the social environment, unreasonably increasing land prices and pushing farmers out of the agricultural production market.
To prevent the above situation, Lawyer Truong Anh Tu said that, first of all, land use after receiving the transfer of rights is bound by specific requirements, in which the land owner must put the land into production and cultivation. If this condition is not met, the land will be reclaimed.
Second, the authorities also step up inspection and supervision of land use, strictly handling cases of improper use or land abandonment. Along with that, the transparency of land use planning is also an important solution to limit the exploitation of planning information to manipulate land prices.
"If the land is not used for the right purpose, the State agency has the right to reclaim the land. More serious cases, such as planning violations or causing great damage to the State and society, may result in criminal prosecution. This is a necessary mechanism to protect land resources and ensure that the land accumulation policy is not abused" - lawyer Tu stated.
