However, most of these products do not have invoices or documents proving their origin or showing signs of smuggling. Notably, these moon cakes have eye-catching designs, the selling price is only half that of the genuine product.
Immediately after the series of articles were published, on October 2, speaking with a reporter from Lao Dong Newspaper, the leader of the Hanoi Market Management Department (Hanoi Department of Industry and Trade) said that he had grasped the information of the incident and had assigned Market Management Team No. 15 to verify and clarify the contents reflected in the series of articles.
Immediately after receiving the instructions, Mr. Chu Ngoc Hiep - Captain of Market Management Team No. 15 established a working group to inspect the moon cake warehouse at house number 140, lane 141, Giap Nhi street, Hoang Mai ward, Hanoi city.
At the time of inspection, Market Management Team No. 15 discovered many moon cake products of foreign origin, however, the warehouse owner had not yet presented complete invoices and documents proving their origin.
Talking to Lao Dong Newspaper reporter, Mr. Nguyen Ngoc Tuan - Deputy Captain of Market Management Team No. 15 said that after inspection, many products at the warehouse did not have full invoices and legal documents. The Market Management Team has drawn up a record, temporarily detained all goods, brought them to the headquarters, to serve the verification and clarification work according to the provisions of law.
"Fod products, especially moon cakes, if they do not have full invoices, documents or quality declaration documents, can be harmful to consumers' health. Improper business also seriously affects the State's tax revenue.
Market Management Team No. 15 regularly coordinates with authorities in the wards to review and inspect, in order to prevent the situation of trading in smuggled goods, unknown origin or incomplete quality declaration documents," said Mr. Tuan.
At the inspection, speaking with a reporter from Lao Dong Newspaper, Ms. Dinh Thi Thu, the warehouse owner, admitted that some moon cake products do not have invoices or documents proving the legal origin of the products.
"We mainly do small business, not understanding the provisions of the law to do the right thing. When importing these products in Lao Cai, the owner said that he had full invoices and documents.
What they say, we hear it. We are also too negligent, trusting them. After this incident, we learned from experience and considered this a profound lesson to properly and strictly implement the State's regulations," said Ms. Thu.
Previously, playing the role of a businessman who wanted to import a large quantity of moon cakes, a reporter from Lao Dong Newspaper contacted a product advertising hotline on social networks. When he expressed his desire to go to the place to see the samples and committed to getting a large quantity, the store owner named Linh (name has been changed) quickly agreed.
The warehouse is located deep in lane 141, Giap Nhi street (Hanoi), in fact a rented room of about 30m2, cramped and degraded. Right from the door, the fillings are displayed everywhere on the floor, not ensuring hygiene conditions.
While checking and packaging goods, Linh continuously urged reporters to submit orders early. Introducing the melted Lava product, Linh advertised this as a Hong Kong (China) domestic product, selling very well because of its special flavor: crispy skin like side dishes, flexible middle layer like mochi, followed by custard and salted egg kimchi. A box of 10 cars costs 320,000 VND. The type left behind cost 60,000 VND/5 units, Linh said.
When asked about the bill, Linh affirmed: "All customers here are acquaintances, no one demands the bill. If you take a little, you can't sell it." Linh then called in to ask a woman who was also the warehouse owner.
When the reporter continued to ask because she needed an invoice as a gift for the company, the woman said: "If it was given to a business, it would not be possible. Here, only low-value invoices are issued. For example, cakes are sold for 50,000 - 60,000 VND, but the bill only says 10,000 - 15,000 VND. The warehouse is not exported by code or box, but is calculated by weight to reduce prices. The invoices are only for travel, not used to pay the company".
According to this person, the "travel" bill usually states only 10,000 - 20,000 VND/kg, while the actual price is 80,000 VND/kg, to reduce taxes. "The invoices are low, but the payment is according to the actual price," the woman affirmed.
As for the whole Lava egg product, this person clearly stated: "I only sell this type of fruit with side effects, there are no invoices or documents, so it cannot be sold."
