Decision No. 3617/QD-UBND dated April 29, 2025 on compulsory land recovery, signed by Mr. Bui Thien Thi - Chairman of Hoa Lu City People's Committee, clearly stated: Apply measures to enforce land recovery against Mr. Vu Ngoc Huong, belonging to plot No. 186, map sheet No. 9, map of Ninh An commune established in 1997, at a scale of 1/1000.
The total area of land for forced land is 14.5m2, aquaculture land, (address in Goi hamlet, Dong Trang village, Ninh An commune, Hoa Lu city, Ninh Binh).
Mr. Vu Ngoc Huong's family was subject to compulsory land recovery measures for not complying with the 2021 decision of the People's Committee of Hoa Lu district (now Hoa Lu city) on land recovery for road construction in Ninh An commune.
The time for enforcement of land acquisition is carried out from May 16 to May 26. The People's Committee of Ninh An Commune is responsible for assigning the decision to Mr. Vu Ngoc Huong and listing the decision publicly at the headquarters of the People's Committee of the commune, the Hall of Cultural House of Hamlet, Dong Trang Village, Ninh An Commune.
The Hoa Lu City Land Extortion Board is assigned to implement land extortion enforcement in accordance with the provisions of law. The budget for enforcement is according to the estimate approved by the competent State agency.
Previously, Lao Dong Newspaper published a series of articles reflecting that the entrance to Mr. Vu Quoc Dang's family's house (located in Goi hamlet, Dong Trang village, Ninh An commune, Hoa Lu city, Ninh Binh) that has been used for many years (since 1986) was suddenly blocked by a neighbor's wall in 2021, causing many difficulties for his family's life.
Mr. Vu Quoc Dang is a person with meritorious services to the revolution, he was awarded the Resistance Medal, the Glorious Soldier Medal... Now that he is over 90 years old, for the past 5 years, his family has sent petitions for help everywhere, from commune to province but they have not been resolved.
