On November 8, informing Lao Dong, Ms. Luong Thi Tam - Head of the Department of Education and Training of Quynh Nhai district said that the unit has just issued a document on implementing policies for teachers in areas with special economic and social difficulties.
Accordingly, the document clearly states, based on Decree No. 76/2019/ND-CP dated October 8, 2019 of the Government on policies for cadres, civil servants, public employees, workers and salaried people in the armed forces working in areas with particularly difficult socio-economic conditions.
To ensure policies for employees according to the above Decree, the District Department of Education and Training requires schools to review the beneficiaries of policies, make a list, and send documents to the Department of Education and Training.
According to Ms. Tam, these documents will then be submitted to the District Department of Internal Affairs for appraisal and subsequent procedures.
Previously, Lao Dong Newspaper published an article reflecting "Teachers in Son La's mountainous region petition for being "forgotten" about the regime", reflecting on the fact that many teachers in Quynh Nhai district were upset because their regime was "forgotten" when working in remote areas.
These teachers said that in October 2019, the Government issued Decree No. 76 on implementing policies for cadres, civil servants, public employees, workers and salaried people in the armed forces working in areas with especially difficult socio-economic conditions.
Article 8 of the Decree clearly states the conditions for receiving a one-time subsidy when transferring to work out of an area with particularly difficult economic and social conditions or upon retirement.
Accordingly, the beneficiaries are those who are working and have actually worked in areas with particularly difficult economic and social conditions for 10 years or more. When transferring to work out of a difficult area, retiring or the place of work is decided to no longer be a difficult area, they will receive a one-time subsidy calculated based on the actual working time.
Article 13 of the above Decree also stipulates that the actual working time in areas with particularly difficult economic conditions is the total working time with compulsory social insurance contributions. If there is a period of interruption without enjoying social insurance benefits, it will be accumulated.
"When comparing with current regulations, we found that we were eligible for this regime. However, when we submitted an application to the District Department of Internal Affairs, we received a written response that we were not eligible," said these teachers.
