From November 11-13, 2024, in Hanoi, the Central Inspection Commission held its 50th meeting under the chairmanship of Mr. Tran Cam Tu - Politburo member, Standing member of the Secretariat, Chairman of the Central Inspection Commission.
At this Session, the Central Inspection Commission (CIC) reviewed and concluded the following contents:
1- Implementing the direction of the Central Steering Committee on preventing and combating corruption, waste and negativity; after reviewing the inspection results when there are signs of violations and the review results, proposing disciplinary action against the Party Committee of the Ministry of Transport, the Central Inspection Committee found that:
The Party Executive Committee of the Ministry of Transport for the 2021-2026 term violated the principle of democratic centralism and working regulations; lacked responsibility and slackened leadership and direction, allowing the Ministry of Transport and many organizations and individuals to violate Party regulations and State laws in organizing the implementation of bidding packages and projects implemented by Thuan An Group Joint Stock Company; a number of cadres and Party members, including key cadres of the Ministry, violated Party regulations and State laws on preventing and combating corruption, waste, and negativity, and violated regulations on what Party members are not allowed to do and the responsibility to set an example.
The above violations have caused serious consequences, risking huge losses of State money and assets, causing bad public opinion, reducing the reputation of Party organizations and State management agencies, to the point of requiring disciplinary action.
Personal responsibility for the above violations and shortcomings belongs to the following individuals: Nguyen Van The, member of the Party Central Committee, Secretary of the Party Committee of the Central Agencies, former Secretary of the Party Committee, Minister of Transport; Le Dinh Tho, former member of the Party Committee, Deputy Minister of Transport and a number of other Party organizations and Party members.
Considering the content, nature, level, consequences, and causes of the violation; based on Party regulations, the Central Inspection Committee decides to take disciplinary action:
- Expelled from the Party the following individuals: Nguyen Quang Huy, Party Secretary, Director of Project Management Board 4; Vu Hai Tung, Party Secretary, Head of the Road Construction Investment Management Department.
- Remove from all positions in the Party the following individuals: Nguyen Thanh Van, Deputy Director of the Department of Construction Investment Management, former Party Secretary, Director of Project Management Board 85; Phan Duy Khanh, Member of the Party Executive Committee of Project Management Board 85, Party Cell Secretary, Head of Planning and Synthesis Department; Vuong Dinh Kieu, Deputy Head of Technical - Appraisal Department, Project Management Board 6, former Party Cell Secretary, Head of Planning and Technical Department, Project Management Board 4.
- Warning: Party Committees: Vietnam Road Administration, Project Management Board 4, Project Management Board 85 for the 2020-2025 term; Party Committee of Ho Chi Minh Road Project Management Board for the 2015-2020 term; Party Committee of Road Construction Investment Management Department for the 2022-2025 term and comrades: Lam Van Hoang, Party Committee Secretary, Director of Vietnam Expressway Administration; Nguyen Xuan Anh, Member of the Party Committee Executive Committee of the Department, Deputy Director of Vietnam Road Administration; Nguyen Thanh Hoai, Party Committee Secretary, Director of Project Management Board 85.
- Reprimand: Standing Committee of the Party Committee of the Ministry of Transport for the 2020-2025 term; Party Committees: Department of Construction Investment Management, Ministry Inspectorate for the 2020-2025 term and individuals: Le Dinh Tho, former member of the Party Committee, Deputy Minister; Le Quyet Tien, Party Committee Secretary, Director of the Department of Construction Investment Management; Bui Quang Thai, Party Committee Secretary, Director of the Vietnam Road Administration; Nguyen Xuan Cuong, Party Cell Secretary, Director of the Transport Department.
The Central Inspection Commission has decided to discipline 14 other party members involved.
The Central Inspection Commission proposed that competent authorities consider and discipline the Party Executive Committee of the Ministry of Transport for the 2021-2026 term and Mr. Nguyen Van The.
The Central Inspection Commission requested the Party Executive Committee of the Ministry of Transport to lead and direct the timely correction of violations and shortcomings pointed out; coordinate in directing the review, consideration, and handling of responsibilities of party organizations and party members with violations according to their authority.
2- Implementing the conclusion of the Central Inspection Commission at the 48th Session on the Party Delegation, Party Delegation Secretary, President of the Vietnam Federation of Commerce and Industry and a number of related Party organizations and Party members; based on Party regulations, the Central Inspection Commission decided to take disciplinary action:
- Reprimand: Standing Committee of the Party Committee of the Vietnam Federation of Commerce and Industry for the 2015-2020 term and individuals: Pham Tan Cong, Secretary of the Party Committee, Chairman; Hoang Quang Phong, Deputy Secretary of the Party Committee, Vice Chairman; Party Committee members, Vice Chairmen: Vo Tan Thanh, Bui Trung Nghia; Phan Hong Giang, Party Committee member, Member of the Standing Committee of the Party Committee, Head of the Party Committee's Organization Committee, Deputy Secretary General, Chief of the Party Committee's Office, Head of the Organization - Personnel Committee of the Vietnam Federation of Commerce and Industry.
The Central Inspection Commission has decided to discipline eight party organizations and four other party members involved.
The Central Inspection Committee proposed that competent authorities consider and discipline the Party Delegation of the Vietnam Federation of Commerce and Industry for the terms 2015-2020 and 2021-2026.
3- Considering the Report on the results of the proposal to discipline party members who violated the regulations at the Tra Vinh Provincial Party Committee, the Central Inspection Commission found that:
During his tenure as a member of the Party Executive Committee of the Central Enterprises Bloc, Party Secretary, and Chairman of the Board of Members of the Southern Food Corporation, Mr. Tran Van Ven degraded in political ideology, ethics, and lifestyle, violated regulations on what party members are not allowed to do and the responsibility to set an example, violated Party regulations and State laws in performing assigned duties and tasks, and in land management and use, causing very serious consequences, public outrage, and negatively affecting the reputation of the party organization and the agency and unit he worked for.
Based on Party regulations, the Central Inspection Committee proposed that competent authorities consider and discipline Mr. Tran Van Ven.
4- Considering the results of the supervision of the Standing Committee of the Provincial Party Committee and the Standing members of the Dak Nong Provincial Party Committee, the Central Inspection Commission requests the Standing Committee of the Provincial Party Committee and the Standing members of the Dak Nong Provincial Party Committee to continue to promote their strengths; seriously review and promptly overcome violations and shortcomings in leadership, direction, and organization of the implementation of the Working Regulations; personnel work; management and use of land, resources, minerals, and declaration of assets and income.
5- Reviewing the results of the inspection of the implementation of inspection, supervision, and disciplinary tasks within the Party, the inspection of party finances for the Provincial Party Committee Standing Committee and the Provincial Party Committee's Inspection Commission; and the inspection of the declaration of assets and income for the comrades of the Tra Vinh Provincial Party Committee Standing Committee, the Central Inspection Commission found that:
In addition to the advantages and achievements, the inspected party organizations and party members also had some violations and shortcomings in leadership, direction, organization of inspection, supervision and enforcement of party discipline; in management and use of party finance and assets; and declaration of assets and income. The Central Inspection Commission requested the inspected party organizations and party members to continue to promote their advantages; seriously review, learn from experience, promptly overcome the violations and shortcomings that have been pointed out, and report the results to the Central Inspection Commission.
6- Considering the results of overcoming violations and shortcomings after inspection of a number of party organizations, the Central Inspection Commission requested the Standing Committee of the Provincial Party Committee and the Party Executive Committee of the Kon Tum Provincial People's Court to continue to lead and direct the serious implementation of the conclusions of the Central Inspection Commission.
7- Also at this Session, the Central Inspection Committee reviewed and concluded a number of other important contents.
