The intensity of this flood in Hue can be somewhat imagined in the case of the railway industry having to mobilize a train carrying 450 tons of stone to place on the Da Vien railway bridge across the Huong River for the first time to increase the load, avoiding the risk of being swept away by flood.
According to the latest update, Da Nang and Hue have recorded 7 deaths and 1 missing case due to floods (1 death, 1 missing in Hue; 6 deaths in Da Nang).
It is worth mentioning that among the dead and missing people this time, there are cases that can be avoided - due to subjectivity and lack of understanding about how to use means and items in the family.
A typical example is the case of 8 members of a family in Dien Ban Tay commune, Quang Nam province being poisoned by gas. Due to prolonged floods causing widespread power outages, this family used a generator in a closed room, preventing emissions from leaking out, leading to CO suffocation.
Local people and rescue forces discovered and took them to the hospital for emergency treatment, but four people died at the hospital.
Or the case of a 55-year-old woman in Quang Phu commune (Da Nang), who fell down both herself and her motorbike into a ravine while on the way to sell fish in heavy rain and strong winds, leading to death.
Another case was an 8-year-old boy from the Xor Dang ethnic group in Tu Gia hill, Tra Tap commune, Quang Nam province, who took a shower in the drainage ditch in front of his house. When it rained heavily and the water was flowing strongly, the child slipped and was drained into the sewer. Although the family discovered it in time, they could not save it.
Currently, we have a very effective " formulation" for flood and storm prevention from the central to local levels, which is the motto "four on-site" (on-site command; on-site forces; on-site means and materials; on-site logistics) and "three readiness" ( proactive prevention, timely response, urgent and effective response).
In recent years, many localities in the Central region such as Hue, Da Nang, Quang Tri... have also created another factor, "on-site self-management" - to emphasize the vigilant and proactive role of each citizen, with the spirit of human life above all, not being subjective in any situation.
Storms and floods always have the potential to be caused by unexpected and force majeure factors. However, in many cases, if the principle of "on-site self-management" is implemented better, it is completely possible to prevent and minimize human damage.
