On June 22, 2026, the Institute of Preventive Medicine and Public Health Training, Hanoi Medical University in coordination with the Department of Medical Examination and Treatment Management - Ministry of Health and the French University of Public Health (EHESP) organized the Workshop "Strategic Plan and Hospital Leadership and Management".
A noteworthy point of the conference is the presence of hospital directors, deputy hospital directors and senior management staff of about 30 hospitals across Vietnam.
During 3 working days, delegates and French experts exchanged views on the core issues of modern hospital governance, from strategic planning, leadership, management changes to the organization of medical service provision and the role of hospitals in the system.
The workshop aims to support hospitals in improving modern management capacity, and at the same time create a forum to share experiences between French experts in the field of health management and hospital administration with leaders of Vietnamese hospitals.
Speaking at the opening, Dr. Ha Anh Duc - Director of the Department of Medical Examination and Treatment Management, Ministry of Health - said that the conference takes place at a time of special significance for the Vietnamese health sector, when the entire sector is implementing many major policies and guidelines of the Party and State to improve the quality of the medical examination and treatment system.
According to Dr. Ha Anh Duc, in the context of limited health resources, the effective use of resources - from human resources, finance to facilities and equipment - has become an urgent requirement for medical examination and treatment facilities, especially hospitals in all initial, basic and specialized levels. This further affirms the key role of strategic leadership capacity and hospital operation management.

In the new context, hospital leaders not only need to have good professional capacity but also possess modern management skills, including quality and patient safety management; data management and digital transformation; human resource management and strong organizational culture development; effective use of resources - finance; leading organizations to continuously improve and innovate.
Dr. Ha Anh Duc emphasized: "Hospital leadership is the nucleus of creating a quality culture, leading the organization towards comprehensive governance and sustainable development.
Assessing the meaning of the program, Dr. Ha Anh Duc affirmed: "This is a training program for hospital leaders - those in the highest positions who are capable of making strategic decisions and affecting the fate of a hospital. We highly appreciate the meaning and contribution of the training program to the Vietnamese health system, and strongly support this cooperation program. The Department of Medical Examination and Treatment Management will closely coordinate and accompany training institutions and hospitals in the process of implementing the program and creating conditions for the training model to be replicated and sustainable".

Mr. Eric Soulier - Counselor for Cooperation and Cultural Activities, French Embassy in Vietnam said that the training program is part of a regional project supported by the European Ministry and the French Ministry of Foreign Affairs in Vietnam, Cambodia and Laos; is the result of many months of close cooperation between Vietnamese health agencies, health care facilities and French and Vietnamese experts participating in the program.
Through the program, the parties expect to contribute to forming a team of hospital leaders with strategic thinking, solid management capacity, ready to lead the Vietnamese medical examination and treatment system to develop towards high quality, safety, efficiency, fairness and approaching international standards.
