Responsibility of the leader
With the 7th task, the Department of Health has a solution to review, consider resignation, dismissal, and assignment of other work for cadres after being disciplined in accordance with the Politburo's policy; review and overcome the situation of pushing, avoiding, working half-heartedly, and being afraid of making mistakes in a department, cadres, and party members, especially cadres and leaders; strengthen inspection and examination of public service, handle the responsibility of the heads of agencies and units where this situation occurs, affecting the development of the entire industry and solving work for people, businesses, and the effectiveness and efficiency of state management.
Heads of agencies, units, and departments under the Department of Health shall strengthen leadership and direction in implementing policies and laws on preventing and combating corruption and negativity; promote the pioneering and exemplary role of cadres and party members in implementing measures to prevent corruption and negativity; implement codes of conduct and professional ethics; promote the role and responsibility of leaders in complying with and implementing regulations on preventing and combating corruption and negativity at agencies and units; and be responsible for corruption and violations occurring at agencies and units under their management.
Strengthen inspection and supervision within agencies and units; improve the effectiveness of inspection and supervision of the implementation of anti-corruption and anti-negativity work. Closely coordinate to enhance the responsibility of leaders and all cadres, civil servants and public employees in properly implementing regulations on anti-corruption and anti-negativity; strictly and thoroughly handle acts and cases of corruption.
Strictly implement legal regulations on handling the responsibility of heads of agencies and units when corruption occurs in agencies and units. Build a culture of thrift, integrity, and non-corruption and negativity among cadres, party members and the people.
The Department of Health also requires heads of agencies and units to focus on promptly resolving cases of denunciation of corruption within their authority, and information reflecting denunciations of corruption within agencies and units; at the same time promptly praising, rewarding, and protecting whistleblowers and denouncing acts of corruption according to regulations.
