The Government Inspectorate has just released the assessment score for anti-corruption work in 2023 of localities.
According to the Government Inspectorate, some provinces and cities have low scores in assessing anti-corruption work, reflecting that the organization and implementation of anti-corruption work in these localities has not made significant progress, such as: Lai Chau, Yen Bai, Gia Lai, Quang Nam...
Some provinces and cities have not really paid due attention to the work of assessing the PCTN of their localities; the implementation and organization of the assessment of the PCTN work have not been put into practice, often assigned to the Provincial Inspectorate to take the lead in implementation; leading to many difficulties in coordinating the provision of data and supporting documents from departments, branches, districts and towns for the Provincial Inspectorate to synthesize, self-score, and delay in reporting the local self-assessment according to plan. This is one of the reasons leading to the slow progress of the overall assessment of the whole country.
Hanoi, Ho Chi Minh City, Bac Lieu, and Hau Giang are localities that must have written instructions to urge them due to late submission of self-assessment reports on anti-corruption work.
In the implementation of preventive solutions; handling conflicts of interest; handling violations according to Directive No. 10/CT-TTg dated April 22, 2019 of the Prime Minister on strengthening the handling and effective prevention of harassment and inconvenience to people and businesses in handling work, as well as preventing corruption in enterprises and organizations in the non-state sector, many provinces and cities have not really paid attention.
The detection of corruption through monitoring, inspection, auditing and internal audit activities has not been very effective. Handling other violations of the law on anti-corruption and measures to recover corrupt money and assets are still weak points of localities and have not made much progress.
According to the scoring results, the 5 localities with the highest scores in anti-corruption work are: Hung Yen, Tien Giang, Ho Chi Minh City, Soc Trang, and Bac Ninh.
Meanwhile, the 5 localities with the lowest scores in terms of assessment of anti-corruption work are: Lam Dong, Yen Bai, Binh Thuan, Bac Giang, Kien Giang.
In 2023, the average score for assessing anti-corruption work at the provincial level reached 69.72 points, 3.66 points higher than in 2022 (66.06 points), 7.6 points higher than in 2016 (62.12 points), the highest average score since the organization of assessing anti-corruption work from 2016 to present.
Through the results of scoring and evaluating anti-corruption work, the Government Inspectorate recommends that localities: Need to especially strengthen leadership and direction, pay real attention to evaluating anti-corruption work of their localities; organize summaries, draw lessons from which to encourage and promote the contents with positive results; have solutions to overcome limitations to achieve better results.
At the same time, allocate appropriate and proportionate resources to improve the effectiveness of evaluating local anti-corruption work;
Strengthen coordination with the Government Inspectorate (through the Department of Anti-Corruption and Negative Matters) in exchanging information and resolving difficulties; proactively train staff directly performing assessment work at the local level to be able to master assessment methods, thereby improving the effectiveness of anti-corruption assessment work at their locality.
In 2025, Deputy Inspector General of the Government Bui Ngoc Lam requested the Department of Anti-Corruption and Anti-Corruption to urgently complete the scoring and assessment of anti-corruption work of localities according to the Provincial Anti-Corruption Assessment Index in 2024.
