The Ministry of Health has just issued Document No. 2909/BYT-BH on implementing initial registration for medical examination and treatment, transferring medical examination and treatment facilities and re-examination appointments to the Departments of Health of provinces and centrally run cities and medical examination and treatment facilities nationwide.
The content of the document should focus on specifically guiding the transfer of patients between medical examination and treatment facilities in the area, including medical examination and treatment facilities of ministries and branches and according to technical and technical decentralization, avoiding overloading at a number of establishments, ensuring a balance between local medical examination and treatment facilities and medical examination and treatment facilities of ministries and branches in the area.
The regulation on initial health insurance (HI) registration and patient transfer does not require additional procedures, causing inconvenience to patients, ensuring convenience in the process of receiving and treating patients. According to the provisions of Clause 1, Article 12 of Circular 01/2025/TT-BYT, the Transfer Form for medical examination and treatment facilities is valid for 10 working days, from the date of signing.
According to the provisions of Clause 2, Article 12 of Circular 01/2025/TT-BYT, health insurance participants who suffer from diseases, groups of diseases and cases specified in Appendix III issued with this Circular are allowed to use a Transfer Form valid for 01 year from the date of signing.
Thus, for cases where health insurance participants have diseases, groups of diseases and cases specified in Appendix No. III and according to professional requirements need to transfer to a medical examination and treatment facility for long-term examination and treatment, the medical examination and treatment facility transfer facility and the validity of the Medical Examination and Treatment Center Travel Certificate is 01 year from the date of signing.
