Sending a question to Vietnam Social Insurance, reader V.T.M.H asked: "I would like to ask, in 2025, will health insurance (HI) pay 100% of medical examination and treatment costs between levels? What is the basis? ".
Regarding this issue, Vietnam Social Security responds as follows:
According to the provisions of the Law on Medical Examination and Treatment No. 15/2023/QH15, regulations on the classification of technical expertise in medical examination and treatment will be implemented from January 1, 2025, replacing regulations on technical expertise levels.
Article 22 of the Law on Health Insurance is amended and supplemented in Law No. 51/2024/QH15, which amended the regulations on the level of benefits when self-treating at medical examination and treatment facilities at technical and specialized levels in the direction of not distinguishing administrative boundaries by province, maintaining the rate of health insurance benefits according to the provisions of the Law on Health Insurance and expanding to some cases.
For example, for medical examination and treatment facilities at the basic level, specialized level that have been identified by competent authorities as district level before January 1, 2025, health insurance participants will still receive 100% of health insurance examination and treatment costs within the scope of payment and the benefit level specified on the card when going to see a doctor or receive treatment here.
