Sending a question to the Ministry of Health, reader V.T.N said: "My current professional title is Grade III Medical Engineering and I have a master's degree in public health. May I ask, am I eligible to convert my professional title to the Grade III Public Health title? ".
Regarding this issue, the Ministry of Health responded as follows:
The consideration of transferring the professional title of civil servants is carried out according to the provisions of Article 30 of Decree No. 115/2020/ND-CP dated September 25, 2020 of the Government regulating the recruitment, use and management of civil servants as follows:
The consideration of job title transfer is carried out when the civil servant changes the job position that the job title is holding, which is not in accordance with the requirements of the new job position. Officials considered for transferring professional titles must meet the requirements for the transferred professional title.
According to the provisions of Circular No. 03/2022/TT-BYT dated April 26, 2022 of the Minister of Health amending and supplementing a number of regulations on professional title standards for health workers, the title of Grade III Public Health requires a training level: Graduated from a university in the public health sector; university in the health management sector; doctor in the medical sector (except traditional medicine) and graduated from a university in the public health sector or graduated from a university in the health management sector.
In case the civil servant does not meet the training requirements of the title of Public Health Grade III (if he/she has a training level corresponding to the title of Medical Technician Grade III), he/she is not eligible to be considered for transfer to the title of Public Health Grade III.
