The Ministry of Health has just issued a Circular regulating the division of authority of local authorities at 2 levels and decentralization in the field of medical examination and treatment.
Accordingly, the reception, settlement and management of health examination and assessment records for disability level assessment will still be carried out by the Provincial Medical Assessment Council, but the records will be completed at the commune level and transferred within 3 working days.
After reaching the conclusion, the provincial council must send the minutes to the commune where they reside and to the disabled within 10 days.
In the field of advertising for medical examination and treatment services, the right to issue new and reissue advertising content certificates will be implemented by the provincial Department of Health, except for medical facilities under the Ministry of Health. Procedures are divided into specific cases: New issuance, reissuance due to loss or damage, and reissuance when changing administrative name or address.
The Circular also adjusts some terms in medical legal documents to suit reality. The phrase "district, town, city under the province" is replaced by "commune, ward, special zone"; the word "oasis district" is replaced by "special zone" in documents guiding the conditions for payment for medical technical services and health insurance.
The Ministry of Health allows health centers at district, town and city levels under the province - even if their names are rearranged, to continue to apply current health insurance payment regulations.
In case there is an overlap between this Circular and documents issued by the Ministry of Health before July 1, the provisions in the new Circular will be prioritized.
The Ministry of Health stated that this Circular takes effect from July 1, 2025; expires from March 1, 2027.
