Proposal for health workers to receive seniority
The Ministry of Health received Official Letter No. 18/BDN dated January 14, 2025 from the Petition Committee - National Assembly Standing Committee on the proposal to respond to voters' petitions sent after the 8th session of the 15th National Assembly, in which voters of Quang Tri province petitioned: "Referral 07/2013/TT-BYT of the Ministry of Health only stipulates the allowance and support regime for health workers in villages and hamlets. In fact, health workers in neighborhoods of wards also perform similar tasks to rural health workers but do not enjoy support policies. We propose that the Ministry of Health consider and have regulations to support this group".
After the 8th session of the 15th National Assembly, voters of Hung Yen province proposed that the Government, relevant ministries and branches soon amend and issue an adjustment to increase the allowance support level for medical staff and workers in public health facilities to suit the current practical living conditions.
Voters in Nghe An province also reflected that the medical profession is very difficult, on holidays, Tet, Saturdays and Sundays, they have to work normally, making it difficult to arrange compensatory leave as prescribed by the Labor Code. In addition, the overtime allowance is also low (25,000 VND for on-duty and 15,000 VND for meals).
Voters in Nghe An province recommended that health workers receive seniority and increased on-duty pay for health station staff; have a policy to increase allowances for the health workers in villages and hamlets so that these subjects can stay long-term, serving the work of disease prevention and control in the locality.
At the same time, voters also reflected that population officers also work at health stations but are only entitled to 30% of the industry's specific benefits. Therefore, the recommendation for population officers with medical degrees to enjoy industry-specific benefits such as health workers is 40%.
Voters of Khanh Hoa province also sent to the Ministry of Health a proposal to consider increasing the allowance for village health workers; the allowance for village health workers currently enjoying the coefficient of 1.0 divided by 2 people, each person will only receive 0.5. This level is too low compared to the nature of the job.
The Ministry of Health is drafting new regulations on allowances
After studying the content of the recommendations and reviewing the relevant documents and responding to voters, Minister of Health Dao Hong Lan said that implementing the 2024 Work Program of the Government and the Prime Minister in Decision 53 dated January 15, 2024, the Ministry of Health has drafted a Decision regulating the monthly support regime for health workers in villages and residential groups; midwives in villages and hamlets.
The Ministry of Health has completed the dossier to draft the Prime Minister's Decision and sent it to the Ministry of Justice for appraisal and submission in December 2024.
However, according to the provisions of the Law on Government Organization, the Law on Promulgation of Legal Documents, the content of regulations on salary regimes, allowances and other regimes and policies under the authority of the Government.
The Ministry of Health has proposed drafting a Government Decree stipulating a number of special allowance regimes for civil servants, public employees, and workers in public health facilities, anti-epidemic allowances, and support regimes for health workers in villages, hamlets, and residential groups, and being included in the 2025 Work Program of the Government and the Prime Minister according to Decision 150 dated January 16, 2025.
Currently, the Ministry of Health is urgently drafting the above Decree according to the process of developing legal documents, expected to be submitted to the Government in June 2025.
Along with that, the Ministry of Health is also drafting a Decree to replace Decree 56 2011 regulating preferential allowances according to occupation for civil servants and public employees at public health facilities.
