The Ministry of Health responds to the allowance regime for seconded health workers
The Ministry of Health has just responded and provided information on regulations and allowance regimes for seconded health workers.
On February 15, 2025, the Government issued Decree No. 05/2023/ND-CP amending and supplementing a number of articles of Decree No. 56/2011/ND-CP dated July 4, 2011 regulating preferential allowances according to profession for civil servants and public employees working at public health facilities.

Decree No. 56/2011/ND-CP dated July 4, 2011 of the Government stipulates:
- Clause 1, Article 2: "Each civil servant and public employee is only entitled to one preferential allowance according to the highest level".
- Clause 4, Article 3: "The 40% allowance is applied to civil servants and public employees who regularly and directly practice preventive medicine; testing, medical examination and treatment; infection control, patient care, rehabilitation; medical assessment; traditional medicine; pharmaceuticals, cosmetics; food safety and hygiene, medical equipment; reproductive health at public health facilities and at nursing facilities for war invalids, sick soldiers, and people with special disabilities, except for cases specified in Clauses 1, 2, 3 of this Article".
- Clause 5, Article 27 of Decree No. 115/2020/ND-CP dated September 25, 2020 of the Government and Clauses 4, 5, 6, Article 36 of the Law on Civil Servants: "During the period of secondment, public service units that send seconded civil servants are responsible for ensuring salaries and other benefits of civil servants". Another cross-Vietnam heart transplant is successfully performed
On March 12, Hue Central Hospital said that the heart of an organ donor in Ho Chi Minh City had been transported across Vietnam and beat in the chest of a patient with end-stage heart failure in Hue, thanks to the smooth coordination of many units.
Previously, on March 2, 2025, upon receiving information about a brain-dead organ donor, the Hue Central Hospital team immediately set off, coordinating with Gia Dinh People's Hospital and the National Organ Transplant Coordination Center to receive the organs.
Thanks to the support of the authorities, flight VN1374 made a safe landing at Phu Bai airport at 6:54 p.m. on March 3, 2025.

The heart transplant took place in a challenging way when patient N.V.C. (36 years old, Quang Nam) suffered from end-stage heart failure, severe pulmonary hypertension. Meanwhile, the heart that was donated was also at risk of damage due to long resuscitation time and the use of high doses of vasopressors.
However, after evaluating and adjusting, the doctors decided to accept the organs so as not to disappoint the donor's family.
After 3-48 minutes of receiving the drug, the heart beat again in the patient's chest at 8:38 p.m. the same day. See more
Baby in Quang Ngai has hair addiction syndrome
On March 12, Quang Ngai Provincial Obstetrics and Pediatrics Hospital said that on March 6, it had received a 12-year-old female patient for examination with pale skin and a hard belly. After examination and assignment of the child to have a blood test, abdominal X-ray and digestive endoscopy, the doctors diagnosed the child with digestive bleeding and abdominal hair.
Immediately after the diagnosis, the patient was prescribed surgery to remove a foreign object in the abdomen by doctors. Doctors removed a hair mass weighing nearly 1kg, covering almost the entire stomach of the child. After surgery, the child was monitored separately in the Intensive Care - Anti-Poison Department, and his health was stable. See more
