Da Nang deals with drug shortage while waiting for bidding

While waiting for the results of the centralized drug procurement for the 2024 - 2026 period, the Da Nang Department of Health has implemented many solutions to deal with the drug shortage.

According to the Department of Health of Da Nang City, regarding drug supply and procurement activities, this unit is assigned the task of centralized procurement of local drugs in the city for the period 2024 - 2026.

Therefore, the Department of Health has made urgent efforts to speed up the progress of centralized drug procurement at the local level to supply drugs in 2024 - 2026.

While waiting for the results of the local-level centralized drug procurement for the 2024-2026 period, the Department of Health has directed and guided its affiliated medical facilities to simultaneously implement many solutions to deal with the drug shortage.

Medical facilities urgently organize the procurement of drug packages according to many forms of procurement according to regulations such as open bidding, direct procurement... Expected to be completed between September and November depending on the scale of the package.

For some drugs that need to be purchased in urgent cases, to avoid harming people's lives and health or to provide emergency care to patients in emergency situations according to regulations, or to treat patients in cases where medical examination and treatment facilities do not have enough drugs, medical facilities proactively make plans to purchase drugs in the form of shortened bidding. Some medical facilities also apply bidding packages with prices not exceeding 50 million VND to immediately purchase emergency drugs and necessary drugs for medical examination and treatment while waiting for the implementation of the above bidding packages.

The Department of Health has strengthened the regulation of centralized drug bidding at the national and local levels and negotiated effective prices between medical facilities inside and outside the province, with a value of more than 18 billion VND from the beginning of 2024 to present.

In case of shortage of drugs covered by health insurance, medical facilities use alternative treatment regimens or advise, explain, and transfer patients to medical facilities that have drugs to ensure the patient's health insurance benefits.

Regarding the procurement of chemicals, testing supplies, and consumables, from the end of 2021 to the beginning of 2024, units under the Department of Health will purchase chemicals and medical supplies according to decisions approving the results of contractor selection for bidding packages under the project of centralized procurement of chemicals and consumables for units under the Department of Health in 2021 - 2023, which is bid by the Department of Health of Da Nang City.

In addition, by the end of 2022, the purchase of medical equipment and medical supplies at units under the Department of Health will be proactively implemented by the units, according to the prescribed decentralization.

Hospitals proactively purchase chemicals, testing supplies, and consumables for medical examination and treatment according to the needs of the units.

According to the Da Nang Department of Health, up to now, hospitals under the Department have organized bidding to purchase chemicals, testing materials, and consumables for medical examination and treatment and basically met the needs of medical examination and treatment.

In the first 6 months of 2024, 100 bidding packages will be deployed, with a total value of more than 322 billion VND, corresponding to 3,664 items.
