Reader Truong Van Thuyen said he graduated from university with a degree in general medicine in 2015 and worked at a district hospital. In 2018, he qualified and was granted a general practice certificate.
In 2022, Mr. Thuyen graduated with a master's degree in obstetrics and gynecology. During his master's degree, he practiced clinical medicine for 2 years, similar to the training program for a specialist doctor level 1.
"After finishing my studies, I wanted to complete the procedure to add the scope of practice of the specialty I studied but was not able to. Currently, I am still working in the obstetrics department, but my practice certificate is still only general practice. I would like to ask, is there any solution for people like me to get a specialized practice certificate?" - a reader asked.
Regarding this issue, the Ministry of Health responded as follows:
Mr. Truong Van Thuyen has a practicing certificate (practice license) with a scope of practice of general medicine. Currently, he has a master's degree in obstetrics and gynecology. According to Point b, Clause 1, Article 125 of Decree No. 96/2023/ND-CP, the process of granting a license to practice medical examination and treatment is as follows:
After completing the training program, those with a diploma in the health field will be able to choose one of three options related to the issuance of a license to practice medicine as follows:
Continue to study a specialty and after completing specialized training, apply for a new license to practice with a specialized scope of practice.
Before preparing a dossier to request a new license to practice, it is not required to practice according to the provisions of Article 129 of this Decree.
Thus, he was granted a scope of practice adjustment (additional) of the specialty and was allowed to use his master's degree to grant a license to practice obstetrics and gynecology.
