Decree No. 188/2025/ND-CP details and guides the implementation of a number of articles of the Law on Health Insurance.
Article 10 on health insurance card information (effective from July 1, 2025) stipulates as follows:
1. Electronic or paper health insurance cards issued by social insurance agencies with health insurance codes and the following basic information:
a) Personal information of health insurance participants, including: full name, gender, date of birth;
b) Information on the health insurance benefit level for health insurance participants;
c) The time when the health insurance card is valid;
d) Place of initial registration for medical examination and treatment under health insurance;
d) The time of participating in health insurance is 5 consecutive years or more for the subject who must pay for medical examination and treatment costs.
2. The electronic health insurance card is expressed in the form of electronic data prepared by Vietnam Social Security by electronic means, containing information as prescribed in Clause 1 of this Article.
3. The information on the health insurance card specified in Clause 1 of this Article is integrated and synchronized according to the health insurance code and ID number of the health insurance participant.
Thus, compared to Decree No. 146/2018/ND-CP (expired from August 15, 2025), the provisions of Decree No. 188/2025/ND-CP on information on paper health insurance cards have other points, in which there is no longer a regulation on: Photo of health insurance participants (except for children under 6 years old) in the case of health insurance participants who do not have identification documents with photos issued by competent agencies or organizations or a Certificate issued by the Commune-level Police or other documents with confirmation from the educational institution, vocational training institution where students are managed, or other legal identification documents.
