Phu Tho - After Lao Dong's reflection, 8 households that lost land to the project in Dieu Luong commune, the old Cam Khe district (now Dong Luong commune) were granted residential land.

Many issues are clarified

The project to upgrade the left and right dykes of Ngoi Co combined with the construction of the Cam Khe district residential evacuation road with a total investment of more than 100 billion VND, the Department of Agriculture and Rural Development of the old Phu Tho province (now the Department of Agriculture and Environment) is the investor.

This project has been implemented since 2011 in Dieu Luong commune, Cam Khe district (now Dong Luong commune), the site clearance work has reclaimed dozens of hectares of land. Of which, 8 households lost their residential land and garden land for the project.

However, after decades of losing land, 8 households have not yet been resettled and granted land use right certificates even though the project has stopped since 2017 when construction was unfinished due to lack of capital.

In November 2022, a reporter from Lao Dong Newspaper visited the Co Dike project to find out information and record the reality. Along with that, I met with households to hear about the questions and concerns of households after many years of turning around and calling for help.

After that, Lao Dong Newspaper had the first article reflecting on the incident with the title: "The hundred billion dong dike project has stopped construction for 5 years, people wish they wouldn't do it" and then a series of articles, reflecting on the consequences affecting the lives and livelihoods of households after the hundred billion dong dike project "derried up".

On December 8, 2022, the Department of Natural Resources and Environment of Phu Tho province presided over and coordinated with departments, branches and localities to inspect and determine the process of recovering, compensating, and assigning resettlement to 8 households with defects of State agencies (from the first years of project implementation).

Thereby, the participating components agreed on opinions and reported to the People's Committee of Phu Tho province to allow the change of land use purpose, allocation of land and issuance of land use right certificates to 8 households corresponding to the recovered area, exemption of land use fees.

In 2023, after getting involved, the Inspectorate of Cam Khe district clearly stated that the land recovery of 8 households was carried out from 2011 to 2012. By 2015, the People's Committee of Dieu Luong commune had arranged land funds to compensate households, but had not yet completed the documents and procedures to issue land use right certificates, leading to citizens submitting petitions and prolonged reflections.

According to the conclusion, the project did not allocate land to build a resettlement area, but in fact, during the construction process, residential land and garden land of 8 households were reclaimed. The People's Committee of Dieu Luong commune has agreed on compensation in land and temporarily allocated land to 8 households in other locations.

However, after temporarily allocating the land, the People's Committee of the commune and the district's specialized agency did not make a temporary allocation record, and had not yet agreed on the order and procedures to develop a compensation plan in land, so they had not yet issued land use right certificates to 8 households.

People's rights are guaranteed

In August 2025, meeting reporters of Lao Dong Newspaper again, households could not hide their joy after so many years of complaints and problems that had been resolved and their rights were met.

Bringing the newly issued land use right certificate to reporters to see, Ms. Trieu Thi Dung (zone 6, old Dieu Luong commune) - was overwhelmed: "For this red book that we have struggled with for many years, everything has finally been resolved, thank you Lao Dong Newspaper for informing and supporting us poor people".

Ms. Vu Thi Thong - was moved: "My family's circumstances are very difficult, before that, I had to build a corrugated iron hut for my eldest son and grandchild to temporarily live in. Now, my family has also been granted a red book, from now on, even if I close my eyes and let my hands down, I will not regret it".

The joy is doubled for the people here, when the Ngoi Co dike was once seriously degraded, it has now been paved with spacious asphalt, the land that the State has arranged for 8 households is also located adjacent to the new dike road.

Talking to Lao Dong Newspaper reporter, Mr. Nguyen Xuan Hung - former Chairman of Dieu Luong Commune People's Committee (before the merger) - shared that thanks to the involvement of the press, the incident of 8 households petitioning and reflecting for a long time after losing land for the project to upgrade the left and right dykes of Ngoi Co combined with the construction of the Cam Khe district residential evacuation road has been resolved.

"Along with that, the left and right dykes of Ngoi Co have also been invested in and upgraded, ensuring travel and production needs, contributing to improving people's lives as well as the socio-economic development of the locality".
