Circular No. 57/2024/TT-BYT (Circular 57) dated December 31, 2024 has many new points stipulating the decentralization of handling administrative procedures in the field of medical examination and treatment, which will take effect from March 1, 2025.
Circular 57 decentralizes the authority to receive and handle administrative procedures in the field of medical examination and treatment from the Ministry of Health to the Department of Health for the following activities:
Firstly, the granting of licenses to practice medical examination and treatment includes: issuing new, re-issuing, adjusting, and extending licenses to practice medical examination and treatment for people working in private hospitals.
Second, adjusting the operating license, this adjustment is due to changes in the scale of operations of private hospitals in the management area for cases of adjusting the scale to no more than 100 beds; adding and reducing the list of techniques not included in the list of special-class techniques;
Third, confirm the advertising content including: issuing and reissuing certificates of advertising content for medical examination and treatment services to private hospitals under management.
Fourth, register to practice medical examination and treatment for those working at private hospitals in the management area.
Procedures continue to be implemented at the Ministry of Health
For administrative procedures that continue to be implemented at the Ministry of Health, the leaders of the Ministry of Health continue to decentralize the authority to issue results of administrative procedures in the field of medical examination and treatment under the authority of the Ministry of Health from the leaders of the Ministry to the leaders of relevant Departments for the following contents:
Firstly, the practice license for medical examination and treatment includes new issuance, re-issuance, adjustment, extension, revocation, and recognition of practice licenses for professional titles (except for medical salaries, people with family medicine titles, and family medicine methods) under the authority of the Ministry of Health.
Second, issue a decision to establish a new appraisal team to issue, reissue, and adjust the license to operate medical examination and treatment.
Third, allow the organization of humanitarian medical examination and treatment teams in batches, mobile medical examination and treatment; foreigners coming to Vietnam to transfer professional techniques in medical examination and treatment or cooperate in medical training with practice in medical examination and treatment.
Fourth, it is proposed to pilot remote medical examination and treatment for medical examination and treatment facilities; identify new techniques and new methods; pilot the application, officially apply new techniques and new methods.
Fifth, implement the arrangement of technical expertise for medical examination and treatment facilities under the Ministry of Health.
Sixth, evaluate quality and quality standards including newly issued, re-issued, supplemented, and amended certificates of registration for assessment and certification of quality of medical examination and treatment facilities; acknowledge the standards for quality management of medical examination and treatment facilities.
Dr. Ha Anh Duc, Director of the Department of Medical Examination and Treatment Management, Ministry of Health - the unit that drafted and advised the Minister of Health to issue Circular 57 said that the regulation on decentralization of handling administrative procedures in the field of medical examination and treatment that the Ministry of Health has just issued is a breakthrough to promote decentralization and reform of administrative procedures in this field.
Health experts say that this decentralization shows a clear change in the state management role of the Ministry of Health, thereby "unlocking" a series of bottlenecks, to bring great benefits to society.
