Cases of being issued new paper health insurance cards
According to the guiding document of the Vietnam Social Insurance (VSS) just issued, Social Insurance of regions and Social Insurance of provinces and cities continue to use old health insurance (HI) cards until May 31.
After the Government's decision on the functions, tasks, powers and organizational structure of the Ministry of Finance, Vietnam Social Insurance is a specialized unit under the Ministry of Finance.
The Director of Vietnam Social Insurance is assigned the responsibility to organize and arrange for units under and directly under Vietnam Social Insurance to operate under the new model within a maximum period of three months from February 24.
To ensure the rights of health insurance participants during the organization, reorganization of units to operate according to the new model and implementation of thrift and fighting waste, Social Insurance in regions and Social Insurance of provinces and cities continue to use old health insurance card blanks until May 31.
From June 1, for cases of requesting reissuance or reissuance of health insurance cards, health insurance participants will be instructed to install the Social Insurance Digital Application (VssID), VNeID application and instructed to use health insurance card images on the VssID and VNeID applications; citizen identification cards with chips to go to see a doctor and get treatment instead of paper health insurance cards.
The issuance of new paper health insurance cards is only carried out in cases where VssID, VNeID cannot be installed and there is no citizen identification card with a chip.
Regional Social Insurance and Social Insurance of provinces and cities are responsible for implementing the above contents. During the implementation process, there were problems, report to Vietnam Social Insurance for consideration and resolution.
What about the elderly and children who do not use smartphones?
In response to information about the limited paper health insurance cards in the coming time, Mr. N.M.A (Hanoi) expressed his opinion: "I suggest that Vietnam Social Security should regularly upgrade and improve the VssID application to always be smooth, registration/log in quickly and conveniently.
In fact, users of this application still have difficulty installing VssID for relatives, let alone for the elderly who are not familiar with technology. Registering for an app is a scam, sometimes waiting for the app to send an OTP code to register/confirm the password must take a few days to get the result".
Many other opinions say that it is advisable to proactively issue paper cards to children under 6 years old and adults aged 60 and over because this group of people does not use smartphones, as well as has difficulty remembering and using applications on the phone.
"I think we should issue paper health insurance cards to the elderly, because my parents are old and cannot use smartphones. Or someone else uses an old, outdated phone just to call their children and grandchildren, no longer supported to install the VNeID application, so if they apply an electronic health insurance card, this group of people will encounter interruptions and difficulties while they are the group of people who need to use health insurance cards regularly" - Mr. H.M.A (Vinh Phuc) commented.
The Ministry of Health proposes issuing paper cards when health insurance participants request
In the draft decree guiding the amended Law on Health Insurance, the Ministry of Health is also seeking opinions on the procedure for issuing health insurance cards to people.
In which, the Ministry of Health clearly stated that the social insurance agency is responsible for issuing electronic health insurance cards to each health insurance participant.
In case the health insurance participant requests, the Social Insurance agency will issue a paper health insurance card.
In case of issuing an electronic health insurance card, within 5 working days from the date of receiving a complete application as prescribed, the Social Insurance agency will return the electronic health insurance card result to VNeID account, VssID application, email.
Health insurance participants use electronic devices with VNeID or VssID installed with an Internet connection to receive an electronic health insurance card.
In case of issuing a paper health insurance card, within 5 working days from the date of receiving the complete application as prescribed, the Social Insurance agency shall transfer the paper health insurance card to the health insurance participant or organize the subject management to transfer it to the health insurance participant.
For children under 6 years old, the issuance of health insurance is carried out in conjunction with the procedures for registration of birth and permanent residence according to Government regulations. The amended Law on Health Insurance is expected to take effect from July 1.
