The Ministry of Public Security has just completed a Draft Circular regulating measures to implement health insurance for police workers, employees, students and relatives of police officers, soldiers and workers working and studying in the People's Public Security.
Including regulations on payment levels, payment responsibilities, health insurance payment methods; declaration, list of health insurance cards and responsibilities of relevant organizations and individuals.
Regarding the method of health insurance payment, the draft clearly states: Every month, at the same time as the salary payment, the police units and localities shall deduct and pay health insurance for the subjects specified in Points a and b and relatives of police workers specified in Point c, Clause 1, Article 2 of this Circular and submit it to the social insurance agency where the health insurance card is issued, no later than the last day of the month, the full amount of health insurance payment of that month must be transferred.
In the first 15 days of each quarter, the police of the unit or locality shall transfer the cost of health insurance payment in the quarter of the subject specified in Point c, Point d, Clause 1, Article 2 of this Circular (except for the subject who is a relative of the police worker) to the social insurance agency where the health insurance card is issued. No later than December 31, the transfer of health insurance payment funds for that year must be completed.
Every 3 months or 6 months or 12 months, the police of the unit or locality shall collect the health insurance payment fee for the part under the responsibility of the subject specified in Point d, Clause 1, Article 2 of this Circular and submit it to the social insurance agency where the health insurance card is issued.
The Ministry of Public Security also clearly states the payment method for some specific cases:
Police officers, soldiers, and workers transferred to work areas, went to study at People's Public Security schools, graduated from schools, transferred schools, applied for dropped schools to old units, the unit where they were transferred is responsible for paying health insurance for relatives of police officers, soldiers, and workers until the end of the last day of the transfer month, and at the same time, there is a document notifying the unit receiving the officer responsible for making a list of requests to issue health insurance cards to relatives from the following month;
When police officers, soldiers and workers stop serving the People's Public Security, the Public Security of the unit or locality pays health insurance for relatives of police officers, soldiers and workers until the end of the last day of the month they stop serving; at the same time, make a list to send to the social insurance agency where the health insurance card is issued and reduce the card from the month they stop serving;
For grade 12 students; students in the first and final year of the civil system will pay health insurance according to the provisions of Clause 7, Article 13 of Decree No. 146/2018/ND-CP.
