Proposal to increase health insurance support for students from 30% to 50%
Currently, the monthly health insurance contribution rate for students is equal to 4.5% of the basic salary (of which the state budget supports 30%, the rest are students who pay 70% themselves).
Recently, many voters have reflected that the health insurance contribution level of students in schools is currently higher than the contribution level for family members when participating together. Therefore, voters proposed allowing students to participate in health insurance by household to reduce some of the cost of purchasing health insurance.
At the Conference on implementing a number of new regulations of the Law on Health Insurance, asking for opinions on the draft Decree detailing and guiding the implementation of a number of articles of the Law on Health Insurance, held on March 27, Ms. Vu Nu Anh, Deputy Director of the Department of Health Insurance (Ministry of Health) shared about this issue.
According to Ms. Nu Anh, when drafting the amended and supplemented Law on Health Insurance, many National Assembly deputies proposed that students be able to participate in flexible health insurance. The reason is that in a large family, if students are only supported by the state budget for 30%, the contribution rate will be higher than the contribution rate if participating in the form of household.
"For the group of high school students from grades 1-12, in the impact assessment report, we expect the state budget to increase by VND 3,700 billion to increase the health insurance support level from 30% to 50%. For the group of students, there are currently about 2.8 million people, still maintaining the support level of 30%," said Ms. Nu Anh. The drafting agency has specifically added this issue to the submission to the Government in the coming time.
Thus, if the health insurance support level is increased to 50%, students only need to pay 631,800 VND/year, equivalent to nearly 53,000 VND/month.
The level of health insurance support from the state budget for the poor, ethnic minorities, and ethnic minorities remains the same.

Proposal to support 50% of the contribution level for medical staff in villages and hamlets
In the draft Decree detailing and guiding the implementation of a number of articles of the Law on Health Insurance that is being consulted on opinions and methods of health insurance payment of a number of groups of subjects, the Ministry of Health continues to propose to stipulate 4.5% of monthly salary, salary used as the basis for social insurance payment, pension, and basic salary as prescribed in Decree No. 146.
In addition to the group of students proposed to increase the support level to a minimum of 50% of the contribution level, the Ministry of Health proposed a number of other groups including:
- Village and hamlet health workers; village and hamlet midwives; part-time workers in villages and residential groups according to the provisions of law.
- People participating in the force participating in protecting security and order at the grassroots level.
- Victims of bombs, mines, explosives after the war.
- People awarded the title of People's Artist or Meritorious Artist according to the provisions of the Law on Cultural Heritage.
Deputy Minister of Health Tran Van Thuan said that in November 2024, the 15th National Assembly passed the Law amending and supplementing a number of articles of the Law on Health Insurance. The Ministry of Health is currently continuing to complete the draft Decree guiding the implementation of the Law on Health Insurance.
The draft focuses on 3 groups of basic contents: detailed regulations and instructions for implementing the Law on Health Insurance; overcoming difficulties, problems, and problems arising in practice when implementing Decree 146/2018, Decree 75/2023 and Decree 02/2025; removing some practical difficulties and obstacles in health insurance examination and treatment and paying for health insurance examination and treatment costs.
