Reader Nguyen Xuan Manh said: Circular No. 11/2015/TTLT-BYT-BNV stipulates that the training level eligible for appointment to the Public Health rank III is: University degree or higher in public health or doctor degree or higher in preventive medicine.
However, Circular No. 03/2022/TT-BYT stipulates that the training level of the Public Health category III is: University degree in public health; university degree in health management; doctor in medicine (except traditional medicine) and graduate degree in public health or graduate degree in health management.
"I would like to ask, why are postgraduate graduates of the public health group not qualified for appointment as Public Health Grade III while their training level is higher than that of bachelor graduates of public health?" - a reader asked.
Regarding this issue, the Ministry of Health responded as follows:
In Decision No. 01/2017/QD-TTg dated January 17, 2017 of the Prime Minister promulgating the list of education and training of the national education system, it also stipulates: 77207 public health (7720701 public health); 77208 health management (7720801 health organization and management, 7720802 hospital management).
Public health and health management are two separate training groups, while public health is a training group focusing on planning, managing and evaluating health care services in the hospital system and public health facilities; health management is a training group focusing on developing, planning and managing health care activities and providing services in health examination and care facilities and between facilities in the health system, the health management group includes majors (health management and hospital management).
In accordance with regulations on classification of training levels of professional titles, the training level of the title of Public Health Grade III is graduation from a bachelor's degree in public health.
According to the nature of professional activities, the training level of doctors in the medical group is a training level close to public health and health management, in the health training group, basic training, the foundation for public health activities, so the Ministry of Health stipulates the training level requirements of the title of Public Health Grade III for doctors in the medical group (except traditional medicine) and postgraduate graduates in the public health group or postgraduate graduates in the health management group.
