Reader Vu Van Hiep said he is the Deputy Head of the Department of Parasitology and Entomology at the Provincial Center for Disease Control. In 2005, Hiep graduated with a bachelor's degree in public health and in 2011 with a master's degree in Parasitology and Entomology.
In 2016, he was recruited as a civil servant at the agency and appointed to the rank of Researcher (V.05.01.03). The assigned job position is to regularly and directly investigate epidemiology and monitor disease-carrying insects. On July 9, 2024, Mr. Hiep was transferred to the rank of Public Health Level III (V.08.04.10).
"May I ask, am I entitled to preferential occupational allowance according to Decree No. 05/2023/ND-CP?" - a reader asked.
Regarding this issue, the Ministry of Health responded as follows:
Mr. Hiep's case has not been clearly stated whether he is holding concurrent positions according to regulations or not. However, Mr. Hiep was appointed to the professional title of Researcher, code V.05.01.03, and is not eligible for the 40% preferential allowance according to the profession in Clause 4, Article 3 of Decree No. 56/2011/ND-CP dated July 4, 2011 of the Government regulating the preferential allowance according to the profession for civil servants and public employees working at public health facilities and is not eligible for Decree No. 05/2023/ND-CP dated February 5, 2023 of the Government amending and supplementing a number of articles of Decree No. 56/2011/ND-CP.
According to the provisions of Clause 2, Article 3 of Decree No. 05/2023/ND-CP dated February 5, 2023 of the Government: From January 1, 2024 onwards, the preferential allowance level according to the profession for preventive medicine and grassroots health workers shall comply with the provisions of Clauses 1 to 6, Article 3 of Decree No. 56/2011/ND-CP, the Decree amending, supplementing or replacing (if any).
Thus, on July 9, 2024, Mr. Hiep decided to transfer to Public Health Grade III (V.08.04.10), Decree No. 05/2023/ND-CP dated February 5, 2023 of the Government expired.
