According to the commander of Quang Bi Commune Police, after a period of consolidating records, the police agency has established records to handle 9 subjects to investigate acts of disturbing public order. In the remaining cases, because they were under 16 years old, the police coordinated with local authorities and families to continue to manage and prevent recidivism.
According to the investigation, Dang Dinh Tam (born in 2010, residing in Quang Bi commune, 10th grade student) had a conflict with Nguyen Cong Gia Bao (born in 2009, residing in Hoa Phu commune, 10th grade student.
At around 9:00 p.m. on August 19, Dang Dinh Tam's group (the group "Quang Bi") including Bui Thi Tra My (born in 2010), Vu Hoang Tan (born in 2010), Tran Thai Bao (born in 2010, surnamed My), Bui Tuan Kiet (born in 2010, surnamed My), Cong Nhat (born in 2010, 10th grade student) prepared a stainless steel pipe wrapped in three nails and a beer bottle to find the group "Thuong Vuc" including Nguyen Cong Gia Bao, Nguyen Dinh Thang (born in 2009), Vu Van Hung (born in 2008), Nguyen Viet Hai (born in 2009), Nguyen Huu Giang (born in 2009), Cao Quoc Huy Huy (born in 2009).
When discovering the "Thuong Vuc" group, Tam drove a motorbike carrying Tran Thai Bao, holding an iron tube to weld the three nails to chase after him, but the "Thuong Vuc" group ran away.
After that, the "Quang Bi" group continued to drive 3 motorbikes, carrying beer bottles, speeding, weaving, and extinguishing loudly from the Thai Hoa village football field (Quang Bi commune) to Ha Duc bridge, Ha Duc village (Hoa Phu commune) to find the "Thuong Vuc" group.
After running away, the group "Thuong Vuc" invited each other to return and pick up bricks to find the group "Quang Bi". At about 10:00 p.m. the same day, the two groups met on Provincial Road 419, through Thai Hoa village (Quang Bi commune). Due to being weaker, the group "Thuong Vuc" continued to run away. When arriving at gate 2 of Quang Bi market, a car in the "Thuong Vuc" group ran out of gas, so the whole group parked on the sidewalk. The group "Thuong Vuc" called the group "Hoa Phu" including Cao Viet Duong (born in 2006), Lai Duc Anh (born in 2006), Nguyen Cong Vuong (born in 2006), Lai Hong Phuc (born in 2010, Lai Duc Anh) to help.
When the "Hoa Phu" group arrived, the "Quang Bi" group drove through. Seeing his opponent, Tran Thai Bao in the group "Quang Bi" threw a beer bottle but missed. The group "Thuong Vuc" and "Hoa Phu" immediately threw bricks in response but also did not hit anyone.
The group "Quang Bi" ran for a while and then returned. Both sides continued to throw bricks and beer bottles at each side, but did not cause any injuries. Due to weakness, the "Hoa Phu" - "Thuong Vuc" alliance fled. During the pursuit, the group "Quang Bi" saw a few teenagers riding motorbikes, mistakenly thinking they were opponents, so they threw the beer bottle, slightly injuring one person. When they discovered a mistake, the group "Quang Bi" apologized and continued to chase "Hoa Phu" but could not catch up.
During the patrol, the working group of Quang Bi Commune Police discovered and immediately deployed a plan to separate, prevent and arrest related subjects.
With the determination to investigate, clarify and thoroughly handle violations of the law, Quang Bi Commune Police in coordination with border areas and the Hanoi City Police Department have clarified nearly 20 subjects. Based on the collected documents, the police initially filed a case to handle 9 subjects for disturbing public order; seized evidence including 7 motorbikes and 1 iron pipe wrapped in three nails over 2 meters long.
