On December 17, the Criminal Police Department of Da Nang City Police said that the unit had initiated a case, prosecuted the accused and temporarily detained 9 subjects, aged 16 - 19, residing in Da Nang, for the crime of "Disturbing public order".
9 subjects were prosecuted and temporarily detained, including: Bui Duy Thinh, Nguyen Dinh Hoang Phu, Ta Hong Thien, Huynh Ba Duy, Ngo Nhat Bach, Nguyen Hoang Phuc, Dang Khanh Hung, Vo Khac Manh and Nguyen Van Ngoc Quan for the crime of "Disturbing public order", according to Clause 2, Article 318 of the Penal Code.
According to the initial investigation, in the early morning of December 7, 2025, on 2/9 Street and the 2/9 - Duy Tan overpass area (Hoa Cuong Ward, Da Nang City), many groups of teenagers gathered, carrying dangerous weapons, driving motorbikes at high speed, chasing and fighting in the middle of the night, causing serious disorder.
The first group, including Bui Duy Thinh, Nguyen Dinh Hoang Phu, Nguyen Le Bao Ngoc, Ta Hong Thien, Huynh Ba Duy and Le Gia Phat, gathered at K.Y Mart on 2/9 Street. During the gathering, unknown groups had conflicts, Provocations, threw glass bottles and chased each other on the streets.
Notably, the subjects used many dangerous weapons such as bamboo trees, metal sticks, pepper spray, helmets, glass cups... to continuously move through many routes, especially the 2/9 - Duy Tan overpass area, in front of businesses such as TOP TV karaoke, Baba Yaga drinking place, causing chaos and urban order, causing people to panic and worry.
At the same time, another group including Vo Khac Manh, Nguyen Van Ngoc Quan, Phung Van Tien, Le Van Dung and Pham Gia Hoang also invited each other to find another group of young people to "resolve conflicts", making the security and order situation in the area complicated and uncontrollable.
Through the struggle, the subjects confessed that although they did not know each other well, they often gathered in gangs, driving motorbikes at night and in the early morning with the purpose of disturbing public order, being ready to provinceise and fight when meeting other groups, regardless of legal consequences and danger to society.
The case is being further investigated, expanded, and strictly handled by related subjects according to the provisions of law.
