However, this officer is said to have signed and issued decisions approving compensation and site clearance plans that were not properly appraised; land recovery was not authorized and not in accordance with authority.
Propose that the Chairman of the People's Committee of Ca Mau province direct the handling of the responsibilities of related individuals.

Learning from experience from Mr. Du Minh Hung, Director of the Department of Construction of Ca Mau province, for advising the People's Committee of Ca Mau province to issue Decision No. 868/QD-UBND dated May 15, 2017 approving the investment policy of the project but not clearly identifying the joint venture's representative, leading to the legal basis later being not to sanction administrative violations against the Khai Long Joint Venture Company and 30/4 Real Estate Company Limited according to Submission No. 182/TTrSXD dated January 19, 2024 of the Director of the Department of Construction.
Learning from experience from Mr. Nguyen Van Sol, Deputy Director of the Ca Mau Provincial Construction Project Management Board, former Director of the ODA and NGO Project Management Board of Ca Mau province, for allowing 4 bidding packages to be completed late compared to the signed contract; not completing the procedures for approving the technical design and traffic organization plan for the intersection connecting to the road; not preparing documents to grant a license to construct the intersection connecting to the road and leaving the basic construction debt of VND 18,563,066,000; not yet completing the project investment capital settlement report according to regulations.
Learning from experience from Mr. Vo Thanh Tung, Director of the Vinh Loi Project Management Board in the fact that the project was behind schedule but had not yet approved the project adjustment.
