Located on a golden land route in Nam Dinh ward, Ninh Binh province, the Nam Dinh University of Nursing Hospital project has been in a state of "covering" for many years.
Records of Lao Dong Newspaper reporters show that the Nam Dinh University Nursing Hospital project is in a state of unfinished construction, abandoned after many years of no construction.
From the outside, the entire project is surrounded by green tarpaulin, many locations are torn and dilapidated. Inside, the multi-story building has completed the rough part but there are no signs of construction. Unfinished construction items are exposed to rain and sun for a long time.
Many walls have peeled off, moss and signs of degradation have appeared. The door system has not been fully installed, leaving it empty. Some areas are overgrown with grass, making the scene deserted and messy.
People living near the area said: "The project has not been under construction for a long time, covered with tarpaulin for many years. Although located in a convenient location, in the middle of a densely populated area, the main traffic route, the project has not been put into use. The prolonged delay in progress not only causes waste of investment resources but also affects urban aesthetics, we people regret a large-scale project being abandoned".


According to PV's investigation, the old Nam Dinh Provincial Television Station project was transferred to Nam Dinh University of Nursing in 2016. At that time, on the land, a 5-story office building was built and put into use in 2000, some items were degraded, damaged and no longer usable.
In 2017, the Ministry of Health signed a decision approving the economic and technical report, the contractor selection plan for the Nam Dinh University of Nursing Hospital project, package No. 1 with a total investment of more than 14.6 billion VND.
According to information from Nam Dinh University of Nursing, the repair of the old television station building has now completed repair package No. 1, including some basic items such as renovating the electrical and water system, treating the floor structure, walls and roof, and a part of auxiliary technical infrastructure. However, other construction items in the overall project have not been completed, so they have not yet been put into operation and use.



Talking to a reporter of Lao Dong Newspaper, the leader of Nam Dinh University of Nursing said that after receiving the current status of the old Nam Dinh Provincial Television Station, the school has carried out renovation and repair to meet the conversion of function. However, due to the impact of the Covid-19 epidemic, the project faced many difficulties. The school has completed procedures to propose the dissolution of the hospital and sent it to the Ministry of Health.
At the end of 2025, Nam Dinh University of Nursing sent a document to the Department of Medical Infrastructure and Equipment - Ministry of Health proposing guidance on converting the function of facilities.
The document clearly states that in the process of implementing the task, the hospital encountered many difficulties and obstacles in terms of mechanisms, finance, assets, human resources..., the school found that maintaining the operation of the hospital did not meet the initial goals set out when it was established. In the past time, the school has developed a Project to dissolve the hospital according to regulations and the school council has issued a resolution to dissolve Nam Dinh University of Nursing Hospital.
