Attending the workshop were: Director of the Press Department Luu Dinh Phuc; leaders of a number of units under the Ministry of Culture, Sports and Tourism, along with leaders of press agencies and representatives of relevant agencies and units.
Shaping a modern press system, adapting to digital transformation
Speaking at the opening, Deputy Minister Phan Tam said that Vietnamese journalism is facing many profound changes in the media environment as social networks, cross-border platforms and artificial intelligence are increasingly strongly impacting the way the public accesses information. In that context, journalism still plays the role of an official, reliable information channel, accompanying the development of the country.

According to the Deputy Minister, the competitive advantage of journalism today lies not only in the speed of reporting but also in accuracy, reliability, depth of content and the social values it brings. Therefore, the development of the Strategy needs to focus on solving issues of resources, technology, developing high-quality human resources, innovating the journalism economic model and improving the competitiveness of Vietnamese journalism in the digital space.
Presenting the draft Strategy, Director of the Press Department Luu Dinh Phuc said that the draft identifies 5 viewpoints on press development, in which it affirms that revolutionary journalism is an important ideological tool of the Party and State; developing journalism in a professional, humane, and modern direction; perfecting mechanisms and policies to support press development; innovating management methods in a constructive direction; and at the same time considering digital transformation as a strategic solution to improve the efficiency of press activities and protect information sovereignty in cyberspace.
The draft sets the goal of developing a press system associated with innovating the organizational model, improving leadership and management efficiency; building key multimedia press agencies, towards forming key national press and media corporations; developing a team of journalists to meet the requirements of the digital age.
By 2030, the draft aims to continue to arrange and streamline the press system towards efficiency, effectiveness, and efficiency; develop 8 key multimedia press agencies; form a national digital press platform, digital press data infrastructure and tools to monitor press activities in the online environment.
In addition, the Strategy sets a goal to ensure financial resources for the press, promote digital transformation, apply artificial intelligence, enhance information security and improve the quality of the scientific journal system.
Vision to 2045, the Vietnamese press system is oriented to develop in a revolutionary, humane, and modern direction; has the ability to occupy and lead the media space; maintain information sovereignty, cultural sovereignty in cyberspace; and at the same time improve competitiveness with media corporations and cross-border platforms.
To realize the above goals, the draft proposes 9 groups of key tasks and solutions, focusing on perfecting institutions, arranging organizational structures, developing the national digital press platform, strengthening financial resources, developing human resources, promoting the application of science and technology and expanding international cooperation.
Improving institutions and resources for sustainable development of journalism
At the workshop, delegates basically agreed on the necessity of building the Strategy, and at the same time said that this will be an important basis for perfecting mechanisms and policies, creating motivation and new resources to help Vietnamese journalism develop professionally, modernly and sustainably in the new period.
Many opinions focused on contributing opinions on the organizational model of press agencies in the new period; developing high-quality human resources; investing in data infrastructure and digital transformation; perfecting the financial mechanism, ordering press; protecting the right to operate, the right to access information and press copyright.
Regarding the journal system, especially scientific journals and literary and artistic journals, many delegates proposed to study appropriate mechanisms on organization, management, finance and digital transformation to improve the quality of operations. Some opinions also proposed solutions to support local literary and artistic journals to promote their role in cultural and social life.

Regarding the digital transformation of journalism, delegates said that there need to be breakthrough policies to develop a data-based digital journalism ecosystem. In which, priority is given to building a shared digital infrastructure, data platforms and tools for management, measurement, and evaluation of press activities. At the same time, it is necessary to promote data, infrastructure, technology and content sharing between press agencies to improve operational efficiency and competitiveness of the entire system.
Concluding the workshop, Deputy Minister Phan Tam highly appreciated the contributions of the delegates, affirming that these are valuable comments both in theory and practice. The Drafting Committee will absorb, study, and thoroughly review to complete the Strategic dossier, ensuring compliance with the Party's guidelines, policies, laws of the State and practical requirements, thereby creating a foundation for Vietnamese journalism to develop quickly, sustainably, modernly and improve competitiveness in the new period.
