Implementing Official Dispatch No. 597/TTg-TCCV of the Prime Minister, localities urgently deploy the arrangement and reorganization of specialized agencies under commune-level People's Committees, ensuring compliance with the new local government model and regulations of the Government.
To handle and resolve commune-level work conveniently in the context of implementing 2-level local government, many localities allow commune-level departments to be established with additional commune-level professional departments.
Gia Lai province has issued regulations on the number, name and function of professional departments and equivalent units under the People's Committees of communes and wards in the province.
According to this regulation, the whole province is allocated a maximum of 607 professional departments and equivalents at the commune level according to the Government's framework. Initially, this province allocates 589 departments, the remaining 18 departments have not been allocated.
Among these, 49 commune-level People's Committees are allocated a maximum of 5 professional departments and equivalents, and 86 commune-level People's Committees are allocated a maximum of 4 departments.
For communes and wards that are allocated a maximum of 5 rooms, continue to maintain the Office of the People's Council - People's Committee, the Department of Culture - Society and the Public Administration Service Center.
In case a Public Administrative Service Center is not established but a maximum of 5 departments are still arranged, the Department of Culture - Society will be separated into the Department of Culture - Information and the Department of Home Affairs.
For communes, the Economic Department is reorganized into the Finance - Planning Department and the Agriculture - Infrastructure Department. For wards, the Economic, Infrastructure and Urban Departments are separated into the Finance - Planning Department and the Agriculture, Infrastructure and Urban Department.
For localities with a maximum of 4 professional departments, the structure includes the Office of the People's Council - People's Committee, the Department of Culture - Society, the Economic Department (for communes) or the Economic, Infrastructure and Urban Department (for wards) and the Public Administration Service Center.
In Quang Ngai province, the Standing Committee of the Provincial Party Committee agreed to increase the number of professional departments at the commune level in 45 communes, wards, and special zones as proposed by the Party Committee of the Provincial People's Committee.
Specifically, 3 communes including: Khanh Cuong, Dak Mar and Son Linh have not yet arranged to increase professional departments and the number of Vice Chairmen of the People's Committees of the above 3 communes is 2 people.
In order to meet the requirements of performing tasks with a large workload, requiring in-depth expertise, Can Tho City proposes to increase the number and name of professional departments at the commune level.
Can Tho proposes to adjust to not exceeding the average of 5 organizations per commune-level administrative unit. At the same time, propose a mechanism for wards to be established with additional Urban Management Departments to improve the efficiency of order management; communes to be established with Land Management Departments.

In Thanh Hoa province, this locality proposed that the Government study the policy of supplementing professional departments under commune-level People's Committees; supplement regulations on tasks, powers, and organizational structure such as establishing commune-level inspectors or arranging inspectors at professional departments under commune-level People's Committees.
In Dien Bien, the whole province has 5 wards and communes, including: Dien Bien Phu, Muong Thanh, Muong Nhe, Tuan Giao, Thanh Nua, which are arranged with 5 professional departments and equivalents.
In 3 communes (Muong Nhe, Tuan Giao, Thanh Nua), the names of 5 professional departments and equivalents directly under the People's Committee include: Office of the People's Council and People's Committee; Economic Department; Department of Agriculture and Environment; Department of Culture - Society; Public Administration Service Center.
The remaining 40 communes and wards are all arranged with 4 professional departments and equivalents directly under the People's Committee.
Article 8 of Decree No. 370/2025 stipulates that the number of departments under the commune-level People's Committee does not exceed the average of 4.5 organizations per commune-level administrative unit.
