According to Decision No. 863/QD-BNV of the Ministry of Home Affairs effective from July 1, 2025, voluntary social insurance participants who are eligible to receive pensions can follow the following procedures to register to receive pensions.
Applicable subject
Employees who are old enough to retire according to Clause 2, Article 169 of the Labor Code and have a social insurance contribution period of 15 years or more.
People who start participating in voluntary social insurance before January 1, 2021; have had 20 years or more of voluntary social insurance contributions; and are 60 years old for men, 55 years old for women.
Performing order
Step 1: Within 20 days before the time of meeting the conditions for enjoying a pension, voluntary social insurance participants and people who are preserving the social insurance contribution period submit the prescribed dossier to the social insurance agency.
Step 2: Within 20 days (excluding holidays and Tet) from the date of receiving sufficient dossiers as prescribed for pension applicants, the social insurance agency is responsible for resolving.
In case it is not resolved, it is necessary to respond in writing and clearly state the reason.
How to implement
Voluntary social insurance participants can submit dossiers directly at the social insurance agency, send via postal service or submit online on the Public Service Portal.
Dossier components: Social Insurance book; Pension request document.
Deadline for settlement: Within 20 days from the date of receiving sufficient dossiers as prescribed - excluding holidays and Tet.
Agency performing administrative procedures: Social insurance agency according to the decentralization of Vietnam Social Security.
