This is one of the large-scale infrastructure projects that Hanoi is promoting alongside the Olympic Sports Urban Area, the road connecting Gia Binh airport, the Red River overpasses... aiming to create the "Red River miracle" and grow by 11% in the period of 2026 - 2030.
The Government Standing Committee agreed on the investment research policy, requiring the assurance of the criteria of civilization - green - clean - beautiful - modern, effectively exploiting the ground, water surface, underground space and upper space. The Hanoi People's Committee must review the compliance with the Capital Planning, implement phased investment, and complete the project; strive to start construction on December 19, 2025 and complete it on the occasion of the 100th anniversary of the Party's founding (February 3, 2030).

Regarding the specific mechanism, Hanoi is required to make the most of the authority of the Capital Law; only submit to competent authorities for the content of the law that has not been regulated and must clearly explain the necessity. The Chairman of the City People's Committee will work with relevant ministries to agree on policies before reporting to the Politburo on November 20, 2025. On that basis, the Ministry of Finance will coordinate with Hanoi to complete the dossier to submit to the National Assembly and the draft Resolution of the Government according to the shortened process.
New development momentum of the capital
The Hanoi People's Committee assessed this as a groundbreaking project, symbolizing a new development stage, creating an urban linkage axis from the center to both sides of the river, expanding the space to the North and South of the Red River. When formed, the project will connect the riverside Avenue with the Tu Lien, Tran Hung Dao, Ngoc Hoi bridges, etc., contributing to reducing the inner-city traffic load and increasing the connection between Hanoi - Bac Ninh - Hung Yen - Vinh Phuc - Thai Nguyen, forming the Red River economic corridor.

The project is also expected to promote investment attraction, increase budget revenue, stimulate riverside trade - tourism and contribute to the capital's GRDP growth. In terms of ecology - environmental security, the embankment system, park, drainage and green space on both sides of the river will strengthen the protection of flood drainage corridors, stabilize people in the coastal area, improve the climate and preserve the historical - cultural values of Thang Long - Hanoi.
The steps of investment preparation, planning and PPP proposal have been basically completed. If approved, Hanoi can start construction in January 2026, taking advantage of favorable times in terms of capital, policies and site clearance to speed up progress.
Total estimated investment capital is 338,000 billion VND
According to the DCG - VPI - MIK - DQM Joint Venture, the Red River Landscape Avenue Construction Investment Project has a research area of about 11,000 hectares, the research area for the Project is about 7,800 hectares; within the scope of the Red River Urban Zoning Plan, at a scale of 1/5,000.
Investors have identified 6 core values to gradually realize the above goal of Flood Prevention and Safety - Ecology - Infrastructure - Transformation of functions - Economic development - Culture and civilization.
Based on the determination of the above priority development goals and orientations and research on characteristics of natural conditions, ecology, infrastructure, cultural - historical resources, economic development potential, DCG - VPI - MIK - DQM Joint Venture divides the Project into 3 urban functional areas along 3 sections of the Red River.

Area 1 - the section from Hong Ha bridge to Thang Long bridge (ring 1 - belt 2) has the main function of being an ecological green park area, nature conservation and sports. Including existing and newly built residential areas, cargo ports, sports parks, golf courses, nature conservation parks, landscape trees, etc.
Zone 2 - the section from Thang Long Bridge to Thanh Tri Bridge (ring 3 - belt 4) has the main function of a multi-functional area: public, cultural, commercial, service, entertainment. Including existing residential areas, newly reconstructed and built residential areas, mixed (public, commercial - service), theme parks (technology, culture, festivals, history, arts, entertainment...), flower growing craft villages, tourist ports, landscape trees...
Area 3 - the section from Thanh Tri bridge to Me So bridge (ring 5) has the main function of a commercial, service, transportation area, ecological agricultural park, including an existing residential area and newly built, public, service, tourism, warehouse, logistics, industrial cluster, craft village, cargo port, sports park, golf course, landscape green space...
Regarding investment form, the Joint Venture of Investors proposed to establish 1 Overall Investment Project - Investment project to build the Red River Landscape Avenue Axis, implemented under the PPP method, BT contract type, including 3 independent component projects including: Independent component project 1 - Site clearance; Independent component project 2 - Investment in the construction of Red River Landscape Avenue; Independent component project 3 - Investment in the construction of monorail urban railway lines, counterpart payment is made by on-site land funds around the Overall Investment Project area or counterpart land funds at other locations.
The total investment capital of the project is expected to be about 338,000 billion VND. The land fund expected for preliminary payment is about 2,076 hectares of land in the communes of O Dien, Dan Phuong, Lien Minh, Hoai Duc, Son Dong, Duong Hoa, An Khanh, Thu Lam, Dai Thanh, Ngoc Hoi, Thuong Tin.
