Hanoi is about to start the 855,000 billion VND Red River Landscape Avenue Axis project

It is expected that on December 19, 2025, Hanoi will start the Red River Landscape Avenue Axis project with a total investment of about 855,000 billion VND.

On December 13, the Standing Committee of the Hanoi People's Committee submitted to the Hanoi Party Committee Executive Committee for consideration and comments on the policy of immediately implementing the investment project to build the Red River Landscape Avenue Axis in the capital.

According to the report of the Hanoi People's Committee Party Committee, on December 11, 2025, the National Assembly passed Resolution No. 258/2025/QH15 on piloting a number of specific mechanisms and policies to implement major and important projects in the capital. This is an important legal basis for Hanoi City to establish a preliminary investment policy for the overall project and start the first independent component project of the Red River Landscape Avenue Axis.

The report emphasizes that the Red River Landscape Avenue Axis is a very large-scale project of strategic significance, contributing to promoting the development of the capital, the Red River Delta and the whole country. The project is expected to create a "Red River miracle", creating a breakthrough driving force in infrastructure, economy and urban areas, serving the GRDP growth target of Hanoi Capital from 11% or more in the period of 2026 - 2030.

The project is implemented along the Red River, from Hong Ha Bridge to Me So Bridge, passing through 16 communes and wards of Hanoi City. In which, the right bank passes through 12 communes and wards including: O Dien, Thuong Cat, Dong Ngac, Phu Thuong, Hong Ha, Vinh Tuy, Vinh Hung, Linh Nam, Hoang Mai, Thanh Tri, Nam Phu, Hong Van. On the left bank, it passes through 7 communes and wards including: Me Linh, Thien Loc, Vinh Thanh, Dong Anh, Bo De, Long Bien, Bat Trang.

The scale of the project includes two main components. The investment project right bank of the Red River with a traffic Avenue axis with a landscape of 44.82km; 4 landscape and entertainment parks with a scale of about 1,004ha; the river embankment system is about 30km long. The investment project on the left bank of the Red River includes a 35.78km long traffic and landscape Avenue; 4 landscape and entertainment parks with a scale of about 2,250 hectares; a river embankment system of about 30km.

In addition, the project also includes an underground metro line on the right bank of the Red River, synchronously connected with the urban railway system of Hanoi City, expected to be implemented in the form of underground metro.

The resettlement urban area project is a component project in the overall Red River Landscape Boulevard Axis, implemented by investors under the BT form, arranged outside the main project area. This area is both a resettlement area and a land fund for investors, with an expected scale of about 3,250 hectares in the former Dong Anh district.

The total preliminary investment of the overall project is about 855,000 billion VND; the specific total investment of each component project will continue to be determined in the next steps.

Previously, on November 17, 2025, the Government Standing Committee concluded in Notice No. 626/TB-VPCP, directing the striving to start the project on December 19, 2025 and inaugurate it on the occasion of the 100th anniversary of the founding of the Communist Party of Vietnam (2030).
