14,560 land plots in one commune cannot be updated to the Land Plot Number application

Hanoi - The progress of clearing land data in Xuan Mai commune is slow compared to requirements, of which 14,560 plots have not been updated to the Digital Land Plot application.

Information at the Conference to review the progress of implementing the "45-day Campaign" to build and complete the land database in Xuan Mai commune on September 9, Mr. Nguyen Ngoc Sang - Deputy Head of the Department in charge of the Commune Economic Department - said that Xuan Mai commune has a total natural land area of 5,071ha, including about 51,172 land plots.

Up to now, the Commune People's Committee has registered an organizational identification code to update data on public land plots and public land; reviewed and proposed land registration for 6,848 public and public land plots.

For land plots without owners, unable to contact owners or without information about land users, the commune has requested coordination to verify a total of 1,589 plots in 18 villages. Up to now, the commune police have verified and returned results for 555 cases with information, and the remaining cases continue to be sent official letters and lists to localities to collect information.

The commune has also issued documents to previous surveying units requesting to provide relevant information and data; and at the same time conducted surveys in 20 areas, with a total area of 88.03ha.

As of September 8, the system software recorded a total of 51,172 land plots on the map of Xuan Mai commune; of which 38,233 plots have built databases, and 12,939 plots have not built databases, the rate of land plots that have built databases reached 74.7%.

The total results of information collection on land plots in the area as of September 8 are 32,535 plots, accounting for 69%; the number of plots that need to be further collected is 14,560 plots, accounting for 31%. The number of plots meeting the criteria "right - sufficient - clean - live" is 20,663 plots, reaching a rate of 40.4%.

Assessment at the conference showed that the implementation progress is slow compared to the city's requirements, in which the deadline for completion is directed to September 15. Although the villages have completed the collection, synthesis and sending of data to the Economic Department, and uploaded data to the Digital Land Plot application, there are still 14,560 plots that cannot be uploaded to the application for updates.

One of the difficulties mentioned is that the number of plots being processed on the Digital Land Plot application is still large; some land plots are generalized according to the boundary because the boundaries cannot be determined, entered by the coordinate scoring method but are not accepted by the application. Some cases where one plot is on the certificate but is shown as many plots on the map also encounter difficulties in the update process.

In addition, many non-agricultural land plots are unclaimed, unidentified or have no contact information with land users. Some households and individuals are borrowing capital from banks, no longer holding Certificates of Land Use Rights; many cases lose certificates, lack related information, so they face difficulties in collecting and updating data.

For agricultural land, some villages have not implemented land consolidation and exchange, people no longer cultivate, so it is difficult to determine the location of land plots. In some areas, agricultural land outside the field is flooded and cannot be measured and drawn. Some villages are still facing difficulties due to maps and the current situation being widely distorted.

Concluding the conference, Chairman of Xuan Mai Commune People's Committee Nguyen Anh Duc requested the Economic Department to strictly grasp the direction of the city, focus on drastic implementation, and strive to complete the collection of land plot data by September 15, contributing to building a land database to ensure "correct - sufficient - clean - living".
