1. The first land price list will be applied from January 1, 2026
Pursuant to Clause 3, Article 159 of the 2024 Land Law, land prices calculated according to current state prices include a specific land price list and land price. The land price list is developed by the Provincial People's Committee, submitted to the People's Council of the same level to decide on the first land price list for promulgation and application from January 1, 2026.
Every year, the Provincial People's Committee is responsible for submitting to the Provincial People's Council for decision to adjust, amend, and supplement the land price list for promulgation and application from January 1 of the following year.
In case it is necessary to adjust, amend, or supplement the land price list during the year, the Provincial People's Committee is responsible for submitting it to the Provincial People's Council for decision.
The provincial land management agency is responsible for assisting the provincial People's Committee in organizing the development, adjustment, amendment and supplementation of the land price list. During the implementation process, the provincial land management agency is allowed to hire a consulting organization to determine land prices to develop, adjust, amend and supplement the land price list.

2. Procedures for issuing land price lists
Pursuant to Article 14 of Decree 71/2024/ND-CP regulating land prices, procedures for construction and promulgation of land price lists of the Provincial People's Committee as follows:
Step 1. The construction of the land price list is carried out as follows:
- Investigate, survey, and collect information to serve the construction of land price lists by area and location; the construction of land price lists to each plot of land on the basis of value areas and standard land plots;
- Determine the type of land, area, and land location in each commune, ward, and town for the area for building a land price list by area and location; determine the type of land, total number of plots of land, and number of plots of land for each type of land for the area for building a land price list to each plot of land on the basis of the value area and standard plots of land;
- Synthesize and complete the results of surveys, surveys, and information collection at the commune, district, and provincial levels; analyze and evaluate the results of the implementation of the current land price list for the construction of land price lists by area and location;
- Synthesize the results of investigation, survey, information collection; establish value areas; select standard land plots and determine prices for standard land plots; establish a comparison ratio table for the construction of a land price list for each plot of land based on the value area and standard land plot;
- Develop a draft land price list and a draft Explanatory Report on the development of a land price list.
Step 2. Submitting to the Provincial People's Committee, Department of Natural Resources and Environment
The Department of Natural Resources and Environment is responsible
- Develop a draft Proposal on the issuance of a land price list; post a dossier to collect opinions on the draft land price list on the electronic information page of the Provincial People's Committee and the Department of Natural Resources and Environment within 30 days;
- Receive written opinions on the draft land price list of the Vietnam Fatherland Front Committee at the provincial level, member organizations of the Front, tax authorities, state notary organizations, and consulting organizations to determine land prices;
- Receive and complete the draft Submission on the issuance of land price lists;
- Direct the organization of land valuation, explain comments, complete the draft land price list and the Explanatory Report for the construction of the land price list.
Step 3. Appraisal of land price list
The Department of Natural Resources and Environment shall submit to the Land Price List Appraisal Council a dossier for appraisal of the land price list; The Land Price List Appraisal Council shall appraise the land price list and send the land price list appraisal document to the Department of Natural Resources and Environment.
Step 4. The Department of Natural Resources and Environment organizes the implementation of receiving, explaining, editing and completing the draft land price list according to the opinion of the Land Price List Appraisal Council; submitting to the Provincial People's Committee.
Step 5. The provincial People's Committee shall submit to the People's Council of the same level a decision on the land price list, publicly announce it and direct the update to the national land database.
