According to the report of Nghe An Department of Finance, as of early April 2025, the whole province had 278 houses and land belonging to working and service establishments that were in a state of disuse, ineffective use or for the wrong purpose. These assets are distributed at many levels, from central agencies transferred to localities to vertical units, district and commune levels.
Of which, 12 facilities have been transferred by central agencies to the province for management, mainly located in Vinh city and the districts of Que Phong, Tan Ky, Quy Chau, Yen Thanh, Dien Chau, Tuong Duong, Con Cuong, Quynh Luu, Nghi Loc. In addition, there are 3 facilities under the Agriculture and Environment sector, 190 facilities have plans to reorganize but have not yet implemented them, and 73 facilities have not yet approved handling plans.

The above situation is considered a loss and waste of state resources in the context of many budget difficulties and a huge demand for land for socio-economic development in the locality.
Faced with that situation, on April 2, 2025, Nghe An Provincial People's Committee issued Plan No. 224/KH-UBND to rectify and handle this situation. The province requires agencies and units to urgently review all allocated public assets but are left vacant, used for the wrong purpose or ineffectively; compile and prepare reports to competent authorities for consideration and handling in accordance with the provisions of law on management and use of public assets.
In particular, the Provincial People's Committee emphasized the strict handling of the responsibility of organizations and individuals for the waste of headquarters and public service facilities - a typical manifestation of lax management of public assets.
For inadequacies beyond the authority or problems with mechanisms, planning policies, and land use plans, the province requires units to promptly propose solutions and report to have appropriate handling directions, not to prolong.
The Department of Finance is assigned to preside over and coordinate with relevant sectors such as Agriculture and Environment, Construction... to organize inspections, assess the current status of facilities, and develop a handling plan to submit to the Provincial People's Committee for decision.
The Department of Construction and the Department of Agriculture and Environment are also required to proactively review and advise on adjusting land use planning, ensuring compliance with reality, avoiding waste of resources.
The Provincial People's Committee requests provincial departments, branches, sectors, unions and People's Committees of districts, cities and towns to strictly implement and take full responsibility for progress, quality, reported data and effectiveness in implementing the plan.
