Noted by Lao Dong newspaper, in the last days of March, in the heart of the busy Hoa Binh city, the old headquarters located on Cu Chinh Lan street appeared as a regretful contrast. The place used to be the center of the Department of Plant Protection and Plant Protection, the Department of Animal Husbandry and Veterinary Medicine in Hoa Binh Province is now only a wild, mossy architectural block, evoking the feeling of forgetting in the middle of the bustling urban area.
Observing from the outside, this headquarters as a time of forgotten time. Damaged roofs, broken window glass, wooden frames are carved by termites, and iron and steel items are serious rust. The overgrown weeds, covering the path and crept into each crack on the concrete wall, creating a deserted scene, opposite the bustle of the surrounding shops and shopping centers.
A vendor in front of the headquarters said that this house has been abandoned for more than 3 years, although signs of deterioration have appeared for a long time.
"This area includes three large buildings, one security house in the campus and a row of level four houses on the street - currently rented by some units for business. The large yard of the headquarters has become a parking lot for people and staff of nearby offices. The land is not exploited effectively, not only causing waste but also affecting the urban beauty" - this seller shared.
Mr. Nguyen Huu Tien - a long-time real estate broker in Hoa Binh City commented: "This land is located in a prime location in the city. Letting such a valuable landfall into a state of disrepair is truly a pity in the context of increasing demand for land for economic development".
According to Mr. Tien, with the frontage on a busy commercial street, the land price here ranges from 48 - 55 million VND/m2, sometimes up to more than 60 million VND/m2.
Mr. Nguyen Thai Hoa - Chairman of Phuong Lam Ward People's Committee - said that this headquarters is currently under the management of the Department of Agriculture and Environment of Hoa Binh province.After the functional departments moved to a new working facility, this place was abandoned for a long time, leading to serious degradation.
"Although located in Phuong Lam ward, the relocation or management of the headquarters is still under the authority of the provincial Department of Agriculture and Environment" - Mr. Hoa emphasized.
Talking to the PV, the leader of the Department of Agriculture and Environment of Hoa Binh province confirmed: "This headquarters were formerly the workplace of the unit, but by the end of 2021, the agencies were relocated to a new location. This project was built in the 1980s, when Ha Son Binh province existed. Over a long time of use, the housing area gradually degraded, although it had been proposed to repair or sell this plan."
According to this leader, the deterioration is not due to abandonment but is the result of time. However, the important issue is to soon propose a reasonable solution for this land plot, avoiding further waste in the context of increasingly scarce land funds in the city center.
