However, as of March 17, 2025, the whole Ninh Binh province only has 8 agencies and units submitting reports. Therefore, to rectify the failure to report and slow implementation of the Provincial People's Committee's instructions on accelerating progress and handling results for public assets such as working headquarters and public service establishments.
The People's Committee of Ninh Binh province requires relevant agencies and units to seriously learn from experience in not fully, accurately and on time reporting and tasks assigned by the Provincial People's Committee. At the same time, urgently report the implementation results to the Provincial People's Committee and the Department of Finance and be responsible to the Provincial People's Committee and the Chairman of the Provincial People's Committee if there is a delay.
The People's Committee of Ninh Binh province assigned the Department of Finance to be responsible for advising and drafting a Plan of the Provincial People's Committee on handling public assets as working offices and establishments that are not used, used ineffectively, or used for the wrong purposes by agencies and units under its management to decide on handling and organize handling in accordance with the provisions of law.
Resolutely do not let public assets go to waste or be lost. During the handling process, it is necessary to specifically determine the implementation progress of each stage such as: making a plan, approving a handling plan, handling decision, organizing handling... and specific responsibilities of relevant agencies, units, and individuals.
Regularly update unused, ineffective, and improperly used houses and land for new purposes to add to the plan.
The People's Committee of Ninh Binh province assigned competent agencies to carry out inspection, examination, and supervision of implementation, promptly handle the responsibilities of collectives and individuals who do not perform or do not fully exercise their authority and responsibility in handling houses and land that are not in use, used inefficiently, or used for the wrong purpose.
